If it does not belong to the inspection-free model determined by the competent department of motor vehicle products of the state, it must carry out safety and technical inspection.

Second, the handling place
(a) the location of motor vehicle confirmation and inspection is:
1. Imported motor vehicles, taxis, minibuses, embassies (consulates), foreign motor vehicles with license plates, police cars, fire engines, ambulances, engineering rescue vehicles and domestically-made modified vehicles with imported chassis shall be confirmed and inspected at Beiyuan Motor Vehicle Testing Center; Among them, domestic motor vehicles with foreign licenses can also go to Shenghua Motor Vehicle Inspection Station for confirmation and inspection.
2. Domestic cars, trailers and Beijing A brand domestic mopeds shall be confirmed and tested at the new car inspection field designated by the vehicle management office to which the vehicle owner's identification address belongs.
3. Domestic ordinary motorcycles shall be confirmed and inspected at the district and county inspection field where the residential address recorded in the identity certificate of the motor vehicle owner is located. If there is no motorcycle inspection line in the county, it shall be confirmed and inspected at the county vehicle management office.
4. The wheeled self-propelled machinery whose residential address is recorded in the motor vehicle owner's ID card in Chengba District shall be confirmed and inspected at the new vehicle inspection field determined by the vehicle management office to which the residential address recorded in the motor vehicle owner's ID card belongs; If the residential address recorded in the identity certificate of the motor vehicle owner is in the outer suburbs, it shall be confirmed and inspected in dmv, the county.
5. Three-wheeled vehicles and low-speed trucks shall go to the vehicle management station where the residential address recorded in the identity certificate of the motor vehicle owner belongs for confirmation and inspection.
6. New car inspection field can be selected for the pre-sale inspection of domestic cars, and motorcycles can be confirmed by motor vehicle inspection field or vehicle management office.
(2) The place of registration is:
1. Imported motor vehicles, taxis, minibuses, embassies (consulates) abroad, motor vehicles with foreign license plates, police cars, fire engines, ambulances, engineering rescue vehicles, and domestically-made modified cars with imported chassis shall be handled at the Vehicle Management Office of the Public Security Traffic Management Bureau of the Municipal Public Security Bureau (hereinafter referred to as the Vehicle Management Office).
2. Domestic motorcycles, tricycles, low-speed trucks and wheeled self-propelled machinery whose owners are registered in remote suburban counties shall be handled in dmv of this county;
3. Other vehicles prove that the address of residence belongs to the jurisdiction of the vehicle management office as the owner of the vehicle.
Third, the processing time limit
From the date of acceptance, within three working days of the imported motor vehicle, the domestic motor vehicle will be completed within the same day.
Fourth, charge
Car reflective license plate charges 100 yuan/pair, motorcycle reflective license plate charges 70 yuan/pair, trailer reflective license plate charges 50 yuan/pair, tricycle and low-speed truck reflective license plate charges 40 yuan/pair, motor vehicle driving license charges 15 yuan/copy, and motor vehicle registration certificate charges 10 yuan/certificate.

(six) the motor vehicle has reached the compulsory scrapping standard stipulated by the state;
(7) The motor vehicle is stolen;
(eight) the owner of a motor vehicle has a motor vehicle that meets the compulsory scrapping standards stipulated by the state, and has not gone through the cancellation of registration at the time of registration;
(nine) other circumstances that do not conform to the provisions of laws and administrative regulations.
Seven, other provisions
(1) If the ownership of unregistered motor vehicles is transferred, the original invoice of the vehicle, that is, the national unified motor vehicle sales invoice or the invoice issued by foreign sales units, shall be provided in addition to the origin certificate of the transfer of motor vehicle ownership at the time of registration. However, if the people's court mediates, adjudicates or judges the transfer of ownership of motor vehicle property, it is not necessary to provide the original invoice of the vehicle.
(2) If the internal organization of the motor vehicle owner does not meet the requirements for obtaining the organization code certificate, the organization code certificate of the unit can be used as the identity certificate of the motor vehicle owner. The institution in the embassy (consulate) can take the certificate issued by the embassy (consulate) as the identity certificate of the owner of the motor vehicle. However, the name of the owner of a motor vehicle shall be registered according to the name recorded in the certificate of origin of the motor vehicle.
(3) If the owner of a domestic motor vehicle detained, confiscated or auctioned according to law is unable to submit the factory certificate of the whole vehicle, he may register with the certificate of detention, confiscation and auction issued by the judicial organ or the administrative law enforcement organ according to law.
(4) The motor vehicle applying for registration shall meet the national and municipal environmental protection standards. Except trams, wheeled self-propelled machinery and trailers.
If the owner of a motor vehicle whose address is recorded in the identity certificate applies for the registration of a diesel vehicle, he shall submit the certificate that the vehicle has been cancelled or transferred out, except for special operation vehicles and vehicles that meet the "Euro III" emission standards.
To apply for the registration of road special operation vehicles, the total amount control shall be implemented in the restricted area.
To apply for motorcycle registration, a certificate of cancellation or transfer of the vehicle shall be submitted.
To apply for the registration of passenger cars, relevant certificates issued by the Municipal Transportation Administration shall be submitted.
To apply for police car registration, the approval certificate of the Ministry of Public Security or the Municipal Public Security Bureau shall be submitted; To apply for the registration of fire engines, ambulances and engineering rescue vehicles, the special vehicle approval certificate issued by the Public Security Traffic Management Bureau of the Municipal Public Security Bureau shall be submitted.
Eight, the meaning of the following terms
(a) the identity certificate of the motor vehicle owner and agent:
1. The identification of organs, enterprises, institutions and social organizations is the organization code certificate. If the above-mentioned units are cancelled, revoked or bankrupt, and their motor vehicles need to go through the formalities of change registration, transfer registration, cancellation registration and replacement of motor vehicle registration certificate, number plate and driving license, the identity certificate of the cancelled enterprise unit shall be the cancellation certificate issued by the administrative department for Industry and commerce. The identity certificate of the revoked organ or institution is the relevant certificate issued by its superior competent authority. The identity certificate of a bankrupt enterprise unit is the relevant certificate issued by a legally established property liquidation institution.
2. If the internal organization of the motor vehicle owner does not meet the requirements for obtaining the organization code certificate, it is allowed to use the organization code certificate of the unit as the identity certificate of the motor vehicle owner.
3. The identity certificate of the resident is the resident identity card or household registration book. The identity certificate of the mainland residents living in the temporary residence is the "Resident Identity Card" and the residence and temporary residence certificate issued by the public security organ;
4. The identification of active servicemen (including armed police) and retired personnel managed by the army refers to the valid military identification documents such as military officer's card, civilian cadre's card, soldier's card, veteran's card and veteran's card issued by the relevant military departments, and the proof of my residence address issued by units at or above the regimental level;
5. The identity certificates of foreign embassies and consulates in China, foreign institutions in China and representative offices of international organizations in China are certificates issued by embassies and consulates, offices and representative offices;
6. The identity certificate of a wholly foreign-owned enterprise or foreign institution in China is the organization code certificate;
7. The identity certificates of residents of Hongkong, Macao Special Administrative Region and Taiwan Province Province are the certificates of their entry and residence;
8. The identity certificate of a foreigner is his identity certificate and residence certificate at the time of entry;
9. The identity certificates of foreign embassies and consulates in China personnel and representatives of international organizations in China are valid identity documents issued by the Ministry of Foreign Affairs.
(2) Certificate of origin of the motor vehicle:
1. For the motor vehicles purchased in China, the origin certificate is the national unified motor vehicle sales invoice or the second-hand motor vehicle transaction invoice. The origin certificate of motor vehicles purchased overseas is the sales invoice issued by the vehicle sales unit and its translated text;
2. The origin certificate of the motor vehicle transferred through mediation, ruling or judgment of the people's court is the effective Mediation Letter, Ruling Letter or Judgment issued by the people's court and the corresponding Notice of Assistance in Execution;
3. The source certificate of the motor vehicle transferred by the arbitration award of the arbitration institution is the arbitration award and the notice of assistance in execution issued by the people's court;
4. For motor vehicles that inherit, donate, win prizes and pay off debts by agreement, the source of the certificate is the relevant documents of inheritance, gift, win prizes and pay off debts by agreement and the notarial certificate issued by the notary office;
5. The certificate of origin of the motor vehicle included in the asset reorganization or the overall sale of assets is the approval document of the competent department of assets;
6, the state organs unified procurement and transfer of unregistered motor vehicles to subordinate units, its origin certificate is the national unified motor vehicle sales invoice and the transfer certificate issued by the department;
7, the state organs have registered the transfer of motor vehicles to subordinate units, the certificate of origin is the transfer certificate issued by the department;
8. The certificate of origin of the stolen motor vehicle returned by the public security organ after solving the case and settled by the original motor vehicle owner is the certificate of equity transfer issued by the insurance company.
(3) The domicile address refers to:
1, and the address of the unit residence is the address recorded in its identity certificate;
2. The personal domicile address is the declared domicile address.
(four) the import certificate of the imported motor vehicle:
1. The import certificate of imported cars is the import certificate of goods issued by the customs at the national restricted port;
2, the import certificate of other imported motor vehicles, is the "goods import certificate" issued by the customs at each port;
3. The certificate of motor vehicle import under customs supervision is the Notice of People's Republic of China (PRC) Customs Supervision Vehicle Entry (Exit) Permit issued by the customs in the place of supervision;
4. The import certificate of smuggled, unlicensed and illegally assembled (assembled) imported key parts motor vehicles confiscated by law enforcement agencies authorized by the state is the confiscation certificate of smuggled cars and motorcycles issued by the department.
