Organize the drafting of normative documents on production safety; Organize the formulation of industrial, mining, trade and related comprehensive safety production regulations and standards for industrial, mining, trade and safety production; To formulate major policies for safe production; To guide and supervise the administrative law enforcement of production safety in the whole city; To undertake the work of law enforcement and supervision, administrative reconsideration and administrative litigation of production safety; To guide the legal construction of the city's safety production supervision system; To organize and guide publicity and education on the legal system of production safety; To undertake the legality review of relevant normative documents of this organ; Preparation of the city's production safety supervision and inspection plan; Guide and coordinate the city's special rectification of production safety, special supervision and investigation and management of major accidents; To undertake the comprehensive coordination work of the Office of the Municipal Work Safety Committee, guide, coordinate, supervise and inspect the work of production safety of municipalities (districts) and municipal departments, and take the lead in organizing the annual assessment of production safety targets.

(5) Safety Supervision and Management Division II (Occupational Hazards Supervision and Management Division)
Guide, coordinate and supervise the safety supervision and management of industries and fields with special safety production departments; Responsible for the supervision and inspection of the "three simultaneities" of new construction, reconstruction and expansion projects as required; To guide and coordinate the special supervision and rectification of production safety of relevant departments; Responsible for the supervision and management of fireworks safety production; Supervise and inspect the monitoring of major hazard sources and the investigation and management of major accident hazards in related industries and fields; Participate in the investigation, handling and emergency rescue of safety accidents in related industries and fields; Supervise the implementation of accident investigation and accountability. To supervise and inspect the occupational health status of industrial, mining and commercial workplaces according to law; Formulate local law enforcement rules and standards for occupational health in the workplace; Organize the investigation and handling of occupational hazard accidents and illegal acts; To undertake the management of occupational health and safety licenses; To undertake the supervision and management of labor protection articles; Organize and guide the declaration of occupational hazards; Participate in the emergency rescue work of occupational hazards.

Comprehensive supervision and management of production safety of hazardous chemicals; To supervise and inspect the safety production of chemical (including petrochemical), pharmaceutical and hazardous chemicals production and business units according to law; Responsible for the basic work in the safety production access management of hazardous chemicals production and business units, and undertake the design review and completion acceptance of safety facilities of related construction projects within the scope of responsibilities; Responsible for the supervision and inspection of the "three simultaneities" of new construction, reconstruction and expansion projects as required; Organize and guide the registration of hazardous chemicals; Guide the supervision and management of the production and operation of non-pharmaceutical precursor chemicals according to law; Guide and supervise relevant safety standardization work; Supervise and inspect the monitoring of major hazard sources and the investigation and management of major accident hazards in related industries and fields; Participate in the investigation, handling and emergency rescue of safety accidents in related industries and fields; Supervise the implementation of accident investigation and accountability.
(7) Administrative Service Office
To undertake the municipal administrative licensing work and related administrative services in the field of safety production according to law. Responsible for the access of hazardous chemicals business units, non-coal mines and fireworks enterprises. Organize the safety establishment review, safety facility design review and completion acceptance of hazardous chemicals construction (including new construction, reconstruction and expansion) projects within the city; Organize and implement the safety review and completion acceptance of non-coal mines and fireworks and firecrackers within the scope of municipal authority. To undertake the examination and certification of hazardous chemicals management and enterprise occupational health and safety license. To undertake the licensing work related to the safe production of dangerous chemicals and non-coal mine enterprises and the operation (wholesale) of fireworks and firecrackers. To undertake the examination and approval of non-administrative licenses, including the filing of safety evaluation reports of hazardous chemicals business units, major hazard sources, trial production of projects, performance reports of enterprise leaders and other matters. To undertake the production and operation record of non-pharmaceutical precursor chemicals. To undertake the filing of emergency plans of hazardous chemicals business units and production and business units. To undertake the declaration and filing of occupational hazards in enterprises. To undertake the filing of enterprise safety assessment reports in transportation, tourism, military industry and gas industry. To undertake the registration, charging and qualification certificate issuance of the statutory safety training for the responsible persons and safety management personnel of municipal enterprises; To undertake the production and distribution of operation certificates for special operators in the city.
