Do a good job in improving the comprehensive ability of county-level Chinese medicine hospitals, strengthen the construction of clinical weak specialties, clinical advantage specialties and medical technology departments, and comprehensively improve the comprehensive service ability of county-level Chinese medicine hospitals. Cooperate with the establishment of graded diagnosis and treatment system, study and explore the functional orientation and ability requirements of Chinese medicine medical institutions at all levels.
(2) In the comprehensive reform of urban and county-level public hospitals, we will simultaneously promote the reform of public Chinese medicine hospitals and strengthen the implementation of existing Chinese medicine policies and measures. Organize and implement the research on the policy topics related to Chinese medicine in medical reform, compile the contents of Chinese medicine in the 13th Five-Year Plan of the State Council medical reform, study the policies and measures that are conducive to the provision and use of Chinese medicine services such as medical insurance payment, do a good job in the pilot reform of charging according to the dominant diseases of Chinese medicine, and guide medical institutions to carry out Chinese medicine diagnosis and treatment services. Promote the reform of traditional Chinese medicine in four pilot provinces of comprehensive medical reform in Jiangsu, Anhui, Fujian and Qinghai, and explore policies and experiences that can be replicated, popularized and operated.
(three) to further promote the social organization of Chinese medicine, Chinese medicine specialist hospitals and Chinese medicine clinics, Chinese medicine clinics and classroom clinics that only provide Chinese medicine services as priority areas of Chinese medicine social organizations, and do a good job in relevant pilot work. Formulate and issue the basic standards of traditional Chinese medicine specialized hospitals such as Basic Standards of Orthopedic Hospital of Traditional Chinese Medicine and Basic Standards of Anorectal Hospital of Traditional Chinese Medicine. Implement "Several Opinions on Promoting and Standardizing Doctors' Multi-point Practice" to promote the rational flow of TCM doctors.
Second, serve people's health and improve people's medical experience.
(4) Promote the implementation of the action plan to improve medical services. By optimizing the consultation area, promoting the appointment of medical services, rationally allocating medical resources, improving the hospitalization service process, continuously improving nursing services, standardizing medical behavior, paying attention to humanistic care and other measures, we will continuously strengthen and enhance the awareness, ability and level of Chinese medicine hospitals in serving people's health, significantly improve people's medical experience, significantly improve social satisfaction, build a harmonious doctor-patient relationship, and amplify the effectiveness of Chinese medicine in serving people's health. We will continue to carry out major activities such as the "Serving People's Health Action" large-scale free clinic activity week, counterpart support for urban and rural hospitals, and the establishment of Ping An Hospital.
(five) to complete the four indicators and key tasks of the grassroots Chinese medicine service capacity improvement project. Comprehensively summarize the completion of the objectives and tasks of the upgrading project, and increase the publicity and reporting of typical experiences and implementation effects. Supervise the provinces with slow progress. Continue to carry out the construction of community health service centers, Chinese medicine departments and pharmacies in township hospitals, promote the construction of centralized diagnosis and treatment areas for primary Chinese medicine, and continue to strengthen the preparation and equipment suitable for Chinese medicine diagnosis and treatment in community health service stations and village clinics. Continue to strengthen the construction of key specialties with characteristics and advantages of traditional Chinese medicine in rural medical institutions and the promotion ability of appropriate technology of traditional Chinese medicine in county-level traditional Chinese medicine hospitals. Continue to carry out the activities of establishing advanced units in grass-roots Chinese medicine work, and name and commend qualified areas.
(six) in-depth implementation of Chinese medicine "prevention of disease" health project. Relying on the service capacity project of "preventing diseases" of traditional Chinese medicine, we will promote the work of "preventing diseases" of regional traditional Chinese medicine, improve the construction of service delivery system and enhance service capacity. Form a batch of TCM "prevention of disease" conditioning schemes for people with specific health conditions and promote them. Formulate guiding opinions to promote the healthy development of TCM health care services, and strengthen the standardized guidance and healthy development of TCM health care service institutions with social nature.
(seven) to promote the implementation of basic public health services of traditional Chinese medicine. Formulate performance evaluation indicators for Chinese medicine health management service projects, and jointly carry out project evaluation with relevant departments to promote the expansion of project coverage. Third, comprehensively strengthen the connotation construction of Chinese medicine hospitals.

Combined with the requirements of evaluation and continuous improvement activities of Chinese medicine hospitals, the inspection work plan of large-scale Chinese medicine hospitals (20 15-20 17) was issued, and the inspection of 20 15 large-scale Chinese medicine hospitals was carried out to form a long-term mechanism. Strengthen the rectification work and resolutely crack down on unhealthy trends in the fields of medicine purchase and sale and medical services. Implement and strengthen the "nine prohibitions" and supporting documents in the medical industry, resist red envelopes and commercial bribery, strictly investigate the responsibilities, and vigorously promote the new style and righteousness. Revise the accreditation standards of Chinese medicine hospitals and other related documents.
(ten) to promote the construction of key specialties of traditional Chinese medicine. Innovating the management concept of key specialties of traditional Chinese medicine. Formulate the "Thirteenth Five-Year Plan" of the National Key College of Traditional Chinese Medicine, optimize the structure of the college, and adjust the contents and methods of evaluation. Start the selection of national and regional Chinese medicine medical centers. Revise the diagnosis and treatment scheme and clinical pathway of dominant diseases in traditional Chinese medicine in batches. Continue to do a good job in the construction of national key clinical specialties, and carry out the acceptance of national key clinical specialties (TCM specialties) on 201/kloc-0. Timely and steadily start a new round of national key clinical specialty (TCM specialty) construction. Do a good job in monitoring the construction of national key specialties of traditional Chinese medicine, and timely carry out home page monitoring of national key specialties of traditional Chinese medicine.
(twelve) to strengthen medical technology, nursing and pharmacy management. Carry out the application and popularization of medical technology of traditional Chinese medicine, and explore the ways and methods of application and popularization of medical technology of traditional Chinese medicine. Print and distribute the Manual of TCM Nursing Technology to promote the application of TCM nursing technology. Coordinate relevant departments to formulate policies and measures to promote the development of traditional Chinese medicine preparations in medical institutions.
Four, strengthen the Chinese medicine first aid and prevention and treatment of major infectious diseases.

Promote the establishment of gynecology and pediatrics of traditional Chinese medicine in maternal and child health care institutions, promote the technology of gynecology and pediatrics of traditional Chinese medicine, and standardize the rational use of Chinese patent medicines. Study the content and mode of Chinese medicine work in disease control institutions, and give play to the advantages and functions of Chinese medicine in the field of disease prevention and control.
(seventeen) to promote the connotation construction of ethnic medical hospitals around the continuous improvement activities of ethnic medical hospitals and the inspection of large hospitals. Strengthen the construction of key specialties of ethnic medicine, screen the diagnosis and treatment methods and technologies with outstanding characteristics and remarkable curative effects of ethnic medicine, organize and standardize the formation of diagnosis and treatment schemes or operational norms and gradually promote them.
(eighteen) do a good job in the qualification examination of traditional Chinese medicine doctors, and cooperate with the reform of the qualification examination system for doctors. In view of the main difficulties and problems existing in the qualification access and practice management of Chinese medicine practitioners, combined with the revision of the Physician Law, this paper studies and puts forward some suggestions on the access and practice management system of Chinese medicine ethnic doctors.
