The first member congress of China National Health Association was also held at the same time. The congress adopted the constitution of the All-China Health Association and elected Zhang as its president.

According to the latest statistics, by the end of 2003, there were 654.38+500,000 health institutions in ethnic autonomous areas, with 380,000 beds and 460,000 health technicians, increasing by 1.2 times and 1.952 times respectively compared with 1992. The establishment of China National Health Association will play a role as a bridge, connect with all sectors of society, promote the development of health undertakings in ethnic areas, and promote health exchanges and cooperation among ethnic groups.
According to Yu Deshui, the newly elected vice president and secretary-general of China National Health Association, China National Health Association aims to carry out investigation and research on the health status of ethnic medicine, reflect the health development needs of ethnic areas and make suggestions; Develop, sort out, summarize and improve ethnic medicine and promote it to the society; Carry out health education activities in ethnic areas and train grassroots health technology and management personnel in ethnic areas. At the same time, the association will also publicize the knowledge of medical and health science in minority areas through multiple channels and forms, guide the rational flow of health resources to minority areas, and provide convenient, appropriate, timely and nearby medical services for minority areas.
