3.5. 1 Safety production responsibilities of each post
(1) Project Manager
Implement the system of "one post and two responsibilities" and adhere to the principle that production must be safe. As the first person responsible for project quality and safety, the project manager is responsible for safety production.
Be responsible for implementing the guidelines and policies for safe production, and strictly implement the technical regulations, norms and standards for fire safety.
Organize the formulation of project safety production management measures and various rules and regulations, and supervise their implementation.
Organize project technicians to prepare safety technical measures and safety plans for sub-projects, supervise the implementation of safety measures and solve unsafe technical problems in the construction process.
Participate in daily routine safety inspection, solve unsafe factors regularly, personally and regularly, and implement the inspection.
(2) full-time security officer responsibilities
Take direct responsibility for safety work.
To implement the laws, regulations and rules and regulations of provinces, municipalities and units related to production safety. Participate in the formulation and implementation of safety production management measures of this project.
Implement relevant safety management regulations, conduct post safety education and training for workers entering the site, and strengthen employees' safety awareness.
Organize on-site safety inspection and deal with problems in time.

Organize regular safety publicity activities.
When a safety accident occurs, first take emergency measures to protect the site, and report it immediately, and urge the implementation of improvement measures in accordance with the principle of "four don't let go".
(3) the builder's safety responsibilities
Conscientiously implement the relevant safety regulations of superiors and arrange the team work reasonably.
Be responsible for the preparation of technical measures for production safety in this discipline, and make safety technical disclosure to the operation team.
Always check the working environment and the safety status of various equipment and facilities, correct and solve problems in time when found, strictly implement the safety technical disclosure system, implement safety fire control technical measures and supervise their implementation.
(4) The responsibilities of the construction team leader
Seriously study the operating rules of safety production technology, abide by the safety production discipline and various safety production management regulations of the project department, and carry out construction in strict accordance with the operating rules. It is forbidden to go to work after drinking, to smoke in inflammable and explosive places, and to enter dangerous areas without authorization.
Listen carefully to safety technical disclosure, actively participate in various safety education activities, have the right to refuse illegal command, and have the responsibility to put forward improvement suggestions for unsafe practices.
Take good care of safety protection facilities and safety signs, and report the damage to relevant personnel immediately.
When an industrial accident, near miss accident or potential safety hazard occurs, it shall be reported to the superior immediately.
3.5.2 Safety production management system
1) Prepare the system of technical measures for production safety.
2) Safety technical disclosure system, in which full-time safety officers make safety technical disclosure to each construction worker; Each builder shall make safety technical disclosure to the construction team; The construction team shall make safety technical disclosure to the team.

6) "Four Don't Pass" in accident handling, and safety accidents must be strictly investigated and dealt with. The cause of the accident is unknown, the responsibility is unclear, the responsible person is not educated, and there are no preventive measures or ineffective measures.
