In the field of occupational health and safety, the state has specially formulated a series of relevant laws and regulations (such as labor law, safety production law, occupational disease prevention law, fire prevention law, road traffic safety law, mine safety law, etc.). The occupational health and safety system and requirements established by these laws and regulations are the system, policy and technical background that organizations must consider when establishing and maintaining the occupational health and safety management system.
In March, 2020, the State Administration of Market Supervision and the National Standardization Committee issued the national standard "Guidelines for Requirements and Use of Occupational Health and Safety Management System" (GB/T4500 1-2020), which is equivalent to ISO 4500 1: 20 18 "Guidelines for Requirements and Use of Occupational Health and Safety Management System". At the same time, it replaces the requirements of GB/T 28001-201occupational health and safety management system and the implementation guide of GB/T 28002-201occupational health and safety management system.
The purpose and expected result of the occupational health and safety management system is to prevent work-related injuries and damage to employees' health, and to provide a healthy and safe workplace. Therefore, it is very important for organizations to take effective preventive and protective measures to eliminate hazards and minimize occupational health and safety risks. The function of occupational health and safety management system is to provide a framework for organizing and managing occupational health and safety risks and opportunities.
GB/T 45001-2020 (ISO 45001:2018) provides a structured operating mechanism for various organizations, and is based on an effective management principle-"Plan-Implement-Check-Improve" (PDCA). This standard requires organizations to identify and evaluate occupational health and safety risks, occupational health and safety opportunities and other risks and opportunities, formulate occupational health and safety objectives, and establish necessary processes to achieve results consistent with the organization's occupational health and safety management policy. The effective implementation of these standards will help organizations improve their occupational health and safety performance and help them meet laws, regulations and other requirements.
Second, the benefits of adopting standards.
1. Improve production safety management, eliminate or reduce occupational health and safety risks, and promote continuous improvement of occupational health and safety;
2. Systematically implement occupational health and safety laws and regulations to improve the management level and performance of the organization;
3. Help to eliminate trade barriers and generate direct and indirect economic benefits for enterprises;
