Is blood donation card a certificate of honor?

It's not an honor, but a blood donation card awarded by the state, which is helpful for joining the Party.

Legal basis:

The certificate issued by Article 6 of People's Republic of China (PRC) Blood Donation Law to unpaid blood donors. Eligible healthy citizens can get a blood donation certificate issued by the state if their one-time blood donation reaches the minimum standard of 200ml.
