Reproductive health consulting service personnel are distributed in the population and family planning system, maternal and child health care system, civil affairs departments, women's federations, the Communist Youth League, disabled persons' federations and other social organizations, as well as non-governmental organizations, various reproductive health hospitals, adult health care pharmacies and other institutions. There are 6,543,800 village-level consulting service personnel in the population and family planning system, including 6,543,800 consulting service personnel at or above the county level, and about 30,000 employees in the maternal and child health care system.
Generally speaking, the quality of employees is uneven. The population and family planning system focuses on family planning, contraception and birth control, and prenatal and postnatal care. And intervention in birth defects and reproductive tract infections, prevention of sexually transmitted diseases and AIDS, sexual psychology and sexual health care are relatively backward, and the ability to provide consulting services is relatively limited; Employees in other institutions lack systematic training in population and reproductive health consultation, and their knowledge and skills cannot meet the consultation needs.
The Eleventh Five-Year Plan period is an important period for the professionalization of the population and family planning team in China. The establishment of reproductive health consultants as a new profession and the corresponding professional qualification certificate system is of great significance for strengthening the construction of reproductive health consultants, improving the quality of our population, implementing people-oriented Scientific Outlook on Development and building a harmonious socialist society.
