Occupational health and safety management system is a modern safety production management mode that rose internationally in the late 1980s. Together with ISO9000 and ISO 14000, it is called "management method in post-industrial era".
The main reason for the occupational health and safety management system is the need of the enterprise's own development. With the expansion of enterprise scale and the improvement of intensive production, higher requirements are put forward for quality management and business model of enterprises. Enterprises must adopt modern management mode to make all production and business activities, including safety production management, scientific, standardized and legal.
An important reason for the emergence of occupational health and safety management system is the need of the globalization of world economy and the development of international trade. The most basic principle of WTO is "fair competition", including environmental and occupational health and safety issues.
The Uruguay Round negotiation agreement of GATT has put forward that "countries should not cause non-tariff barriers and unfair trade because of differences in laws and standards, and should try their best to adopt international standards". Developed countries such as Europe and America have suggested that it is unacceptable for developing countries to invest less in improving working conditions in order to reduce production costs.
Security status quo
1. There are 500,000 factories and mines in China with different degrees of occupational hazards, and more than 25 million employees are actually exposed to occupational hazards. China ranks first in the world in terms of cumulative incidence, deaths and new patients of occupational diseases.
2. Every year, industrial accidents directly lose billions of yuan, occupational diseases lose nearly 10 billion yuan, and economic losses are 80 billion yuan every year. Thousands of families suffer devastating disasters and incurable wounds.
3. The General Assembly of the International Labour Organization (ILO) criticizes the occupational health and safety in China every year, and the World Conference on Human Rights and other organizations also use this as an excuse to attack China for "ignoring human rights".
