The masses can upload relevant certificates by themselves through this function, and transcode according to the judgment rules after review!
System operation guide

first step
Click on "Independent Appeal of Health Code" on the homepage of Minwutong.
Second step
Enter the health code independent appeal portal, select "My Appeal" and view the historical appeal record in "My Appeal".
2. Fill in the complaint information
On the "My Complaint" page, you need to fill in my basic information and complaint information, including the place where the complaint was accepted (below the county level), the color of the current code, the reason for the current code, my current situation, etc.
3. Upload complaint materials
Click Next to upload the supporting materials required for transcoding complaints on this page, including screenshots of abnormal reasons of health codes, nucleic acid detection records, communication big data travel cards, front and back of ID cards, tickets, community, street and unit certificates, and agree to make voluntary complaints.
4. Check the historical complaint records
On the My Appeal page, you can view the history, including the status of the appeal review and the reasons for the failure of the review.

Misjudgment of audit conditions
First, the audit conditions of misjudgment in the closed control area
1. If it overflows within 14 days before the closed control area is announced, it must have three or more negative reports of nucleic acid detection, with an interval of more than 24 hours each time (three inspections within five days) and pass the audit;
2. Those who have not been to the closed area within 0/4 days before the date of the announcement of the closed area will decide whether to pass the audit after comprehensive judgment according to the submitted self-certification and local community and street certification materials.
Second, the audit judgment error control conditions
1. If it overflows within 14 days before the publication of the control area, it is necessary to have two negative reports of nucleic acid detection (twice every three days) at an interval of more than 24 hours, and it is approved;
2. If you haven't been to the control area within 4 days before the announcement date of the control area/KLOC-0, you will decide whether to pass the audit after comprehensive judgment according to the submitted self-certification and the local community and street certification materials.
Third, the potential association (the potential association of positive infection) misjudges the audit conditions.
1. Verify that there are 2 negative reports of nucleic acid detection in 14 days or 15 days after 1 5 days for other potential related personnel except close contacts, sub-close contacts and people in middle and high risk areas (filtered by the system).
Four, key areas (high-risk areas involving epidemic risk personnel) misjudged audit conditions.
1. It has been nearly 14 days since it was judged that it flooded into our province (or flowed across cities in the province). According to the submitted self-certification and local community and street certification materials, in principle, there is no need for nucleic acid report, which has passed the audit;
2. If it is judged that since the flood entered our province (or the inter-city flow in the province), it has only been to the low-risk area of the city where the middle-high risk area is located in the past 14 days, and it has one of the following four situations, and has two negative reports of nucleic acid detection at intervals of more than 24 hours, it can pass the audit:
(1) has been to other low-risk areas in the county with medium and high risks;
(2) Have been to counties where there is no medium or high risk;
(3) Only drive vehicles through middle and high risk counties;
(four) other relevant personnel who do not belong to key areas shall be verified.
