How will "a sense of security for the elderly" be implemented during the Thirteenth Five-Year Plan period?

The plan puts forward the concept of healthy aging. In fact, this concept was put forward in the Outline of Healthy China 2030 released at the end of last year 10, and the concept of healthy aging was mentioned again in the Thirteenth Five-Year Plan for the Development of the Cause for the Aged and the Construction of the Pension System released at the end of February this year.

The plan formally defines the concept of healthy aging, that is, healthy aging refers to the comprehensive and systematic intervention of all factors affecting health from the perspective of the whole process of life, creating social support and living environment conducive to the health of the elderly, thus prolonging the healthy life expectancy, maintaining the health function of the elderly and improving their health level.

The starting point of this plan is to prevent and treat chronic diseases and their disabilities of the elderly in China. Statistics show that the number of elderly people suffering from chronic diseases in China has reached nearly 654.38+0.5 billion, and there are about 40 million disabled and partially disabled elderly people. Nine tasks of promoting healthy aging

The plan puts forward nine tasks, including promoting health promotion and education for the elderly, strengthening public health services for the elderly, improving the medical and health service system for the elderly, actively promoting the combination of medical care and nursing, strengthening the construction of medical security system, giving full play to the special services of traditional Chinese medicine (ethnic medicine), promoting the development of health industry for the elderly, promoting the construction of health security environment for the elderly, and strengthening the construction of professional teams.

According to Hao, director of the Public Health and Risk Management Research Office of the Health Development Research Center of the National Health and Family Planning Commission, these nine key tasks are based on the rigid needs of the health of the elderly, which is conducive to providing preventive health care, disease treatment, rehabilitation care, medical care, hospice care and other continuous integrated health services, so that more elderly people can achieve a sense of security.

The plan points out that it is necessary to improve the quality and accessibility of medical services for the elderly and promote primary medical institutions to provide services such as medical care, rehabilitation, nursing and family beds for the elderly. By 2020, medical institutions will generally establish green channels for the elderly and provide convenient services such as registration and medical treatment. The plan also proposes to study and introduce health grading standards for the elderly.

Hao said that the introduction of the plan will promote the formation of an orderly, complete and sustainable health service system for the elderly and improve the health assessment system for the elderly.

Promoting unique Chinese medicine to serve the health of the elderly is another highlight of the plan. The plan points out that it is necessary to encourage qualified old-age care institutions to set up Chinese medicine clinics focusing on the prevention and treatment of senile diseases and chronic diseases, and promote the establishment of geriatric departments in Chinese medicine hospitals above the second level to carry out prevention and treatment of senile diseases and rehabilitation care.
