Increase agricultural water saving efforts, strengthen water saving transformation in irrigation areas, and vigorously promote high-efficiency water-saving irrigation technology. Strengthen industrial water-saving technological transformation, organize the standardization construction of water intake and drainage in industrial parks and enterprises, and promote water-saving technologies such as serial water use in parks and reclaimed water reuse in enterprises, and "zero discharge" of wastewater. Actively carry out water-saving in urban life and service industry, gradually eliminate water facilities and products that do not meet the water-saving standards in public buildings, and vigorously promote water-saving domestic water appliances. Encourage and actively develop the development and utilization of unconventional water sources such as reclaimed water, reclaimed water, rainwater, mine water, brackish water and desalinated seawater. At the same time, strengthen water-saving management. Governments at all levels should earnestly fulfill the responsibility of promoting the construction of a water-saving society and establish and improve the system and mechanism of unified management of urban and rural water conservation. New construction, renovation and expansion projects must formulate water-saving measures to ensure that water-saving facilities and the main project are designed, constructed and put into operation at the same time.

In the drinking water source protection area, no new sewage outlet into the river shall be approved. Where sewage outlets have been set up, the local county government shall order them to be dismantled within a time limit. In areas where the amount of sewage discharged exceeds the total amount of water functional areas, the approval of sewage outlets and new water intakes for construction projects entering rivers and lakes shall be restricted. New construction, renovation and expansion projects with backwater quality exceeding the water quality protection target of water functional areas shall not be approved for sewage outlets.
Effectively strengthen the ecological protection of drinking water sources and water systems, delimit drinking water source protection areas according to law, organize the construction of important drinking water sources that meet safety standards, and prohibit production and construction activities unrelated to water quality protection in drinking water source protection areas. Strengthen the emergency management of drinking water sources, formulate and improve the emergency plan for sudden water pollution incidents, and carry out the construction of standby water sources according to local conditions. Actively promote the ecological protection and restoration of rivers and lakes, and strengthen the protection of important ecological protection areas, water conservation areas and wetlands. Formulate plans for ecological protection and restoration of water systems at all levels, establish relevant technical standards and evaluation index systems, regularly organize health assessments of important rivers and lakes, and establish and improve compensation mechanisms for water ecological environment and resources.
