Article 4 To promote the development of global tourism, we should adhere to the principles of government guidance, overall planning, market dominance, enterprise participation, local conditions and industrial linkage, and promote the integrated development of tourism with new industrialization, informationization, urbanization, modernization of agriculture and animal husbandry and rural revitalization. Article 5 Global tourism should adhere to the common promotion and complementary advantages of the three cities of Ili Prefecture, Tacheng and Altay, and build tourism brands such as "Ili with Poetry and Painting in the South of the Great Wall", "Tacheng Oil Painting Health Paradise" and "Pure Land Kanas Snow Capital Altay". Article 6 The people's governments (administrative offices) of prefectures, regions and counties (cities) shall establish and improve the coordination mechanism for the development of the global tourism industry, make overall plans for the global tourism work in the region, study and solve major problems in the global tourism development, establish a linkage mechanism with surrounding areas, and promote the open, smooth, integrated and coordinated development of regional tourism. Article 7 The people's governments (administrative offices) of prefectures, regions and counties (cities) shall incorporate global tourism into their national economic and social development plans and annual plans, and include special funds for global tourism development in their fiscal budgets at the corresponding levels, and formulate relevant preferential policies according to the development of tourism.
The people's governments (administrative offices) of prefectures, regions and counties (cities) shall establish and improve the tourism financing service platform, and provide convenience for social capital to participate in tourism development, develop tourism projects, build tourism infrastructure and publicize tourism enterprises.
Encourage and guide diversified financing cooperation modes such as the transfer of social capital investment management rights, equity cooperation and joint venture cooperation. Encourage the establishment of tourism enterprises with other units and individuals in the form of collective management of construction land use rights and joint ventures. Article 8 Township people's governments and sub-district offices shall cooperate with relevant departments to do a good job in rural revitalization, ecological protection, resource development, environmental improvement, tourism order maintenance and civic civilized behavior education, so as to improve the civilized quality of citizens and create a civilized and harmonious tourism environment. Ninth village (neighborhood) committees shall assist the relevant departments to beautify the rural, community and tourism environment, and guide the education of village (neighborhood) people to become tourism propagandists and service providers. Tenth state, region and county (city) administrative departments of culture and tourism are responsible for guiding and coordinating the development of tourism market, the protection and development of tourism resources, and supervising and managing tourism safety and tourism business activities. Eleventh state, region, county (city) development and reform, finance, public security, emergency management, agriculture and rural areas, transportation, natural resources, housing and urban and rural construction, forestry and grassland, animal husbandry and veterinary, water conservancy, ecological environment protection, market supervision, health, sports, meteorology and other relevant administrative departments. Responsible for the management and service of global tourism development according to their respective responsibilities. Twelfth institutions of higher learning, vocational colleges (schools) and vocational training institutions should adapt their enrollment and training scale to the needs of the tourism market and provide tourism service talents to the society. Article 13 The people's governments (administrative offices) of prefectures, regions and counties (cities) shall commend the units and individuals that have made remarkable achievements in tourism planning, publicity and marketing, product development and industrial integration. Chapter II Tourism Development Planning and Industrial Integration Development Article 14 The compilation of global tourism development planning should follow the principles of optimizing tourism production factors, increasing the effective supply of tourism resources, improving the utilization rate of tourism resources, and coordinating and promoting industrial integration, reflecting the regional natural resources and national historical and humanistic characteristics, taking key A-level scenic spots as the core, coordinating the spatial layout of tourism resources, and promoting the differentiation, diversification and branding of tourism products. Fifteenth state and district people's governments (administrative offices) shall organize the preparation of local tourism development plans and organize their implementation.
County (city) people's government shall organize the preparation of global tourism development planning and rural tourism and other special planning and organize their implementation. Sixteenth global tourism development planning should be incorporated into the national spatial planning, and it should be connected with the ecological protection red line, forest land, grassland and wetland protection and utilization planning, drinking water source protection planning and waterfront protection planning. Article 17 The people's governments (administrative offices) of prefectures, regions and counties (cities) shall organize and evaluate the implementation of the global tourism development plan every year, report to the Standing Committee of the people's congress at the corresponding level or the working committee of the regional people's congress, and make it public.
