"The local people's governments at or above the county level shall promote the rural revitalization of the old revolutionary base areas, encourage the development of rural characteristic industries, accelerate the cultivation of leading agricultural enterprises, and support the development of new rural service industries such as rural leisure tourism, health preservation and rural e-commerce.
"The local people's governments at or above the county level should promote the deep integration and development of national defense science and technology industry and civil technology industry in the old revolutionary base areas and support the construction of major projects." Six, one article is added as Article 9: "The provincial people's government shall strengthen the construction of transportation infrastructure in the old revolutionary base areas and form a comprehensive transportation system.
