Establishment process of occupational health and safety management system

P mainly means planning, planning.

1. Determine the organization's occupational health and safety policy, which must include two commitments of the top management, namely, the commitment to abide by the current occupational health and safety regulations and the commitment to continuously improve the system performance.

2. Identify existing hazards and determine unacceptable risks.

3. Identify the applicable laws, regulations, rules and other requirements of the organization.

4. According to the results of hazard source identification, formulate unacceptable risk targets and occupational health and safety management plans. The form of occupational health and safety management plan can be customized, but it must include several elements: concerned parts, unacceptable risks, responsible departments, capital investment, objectives and control indicators, and completion period.

D means to do, carry out, mainly

1. First, determine the responsibilities of personnel in each post in the occupational health and safety management system, and clarify the responsibility system for production safety in this post.

2. Carry out necessary occupational health and safety training according to the needs and business skills of different personnel, so that they have corresponding awareness and ability.

3. Negotiate and communicate with all departments, employees and interested parties in the organization on occupational health and safety matters, and collect opinions and suggestions for continuous improvement.

4. Specify the procedures for organizing documents and managing documents and data, so that all documents related to occupational health can be communicated to employees and kept up to date.

5. Implement and run according to the planned results, mainly referring to operation control (4.4.6).

6. Make emergency plans for potential and major risks, and conduct regular exercises to test the operability of the plans, such as fire prevention plans.

C is check, which means check, mainly to check the running results of part D (4.4 implementation and operation) in order to find the problems found in the system operation.

A stands for act, which means improvement, mainly based on the problems found in the inspection and the final management review (4.6), which is the most important step of continuous improvement of the system. To put it bluntly, management review is the process of putting the problems that cannot be solved or need the financial and technical support of higher authorities or even senior management on the table and letting senior management help solve them.
