Provisions on medical emergency management of nuclear accidents

Chapter I General Provisions Article 1 In order to strengthen the medical emergency management of nuclear accidents, reduce and control the radiation hazards of nuclear accidents, and ensure the health and safety of nuclear power plant staff and the public, these provisions are formulated in accordance with the Regulations on Emergency Management of Nuclear Accidents in Nuclear Power Plants (hereinafter referred to as the Regulations). Article 2 These Provisions shall apply to the medical emergency management of nuclear accidents in nuclear power plants that may or have caused the release of radioactive substances, resulting in significant radiation consequences and personnel health impacts. Article 3 The State exercises national and local administration over medical emergency work for nuclear accidents. Article 4 The medical emergency work for nuclear accidents shall follow the principle of putting prevention first, and carry out the principles of standing by, active compatibility, unified command, active cooperation, public protection and environmental protection. Article 5 The main tasks of medical emergency work for nuclear accidents are: to implement the national guidelines and policies on emergency work for nuclear accidents, make full use of the technical strength and equipment of existing radiation health protection institutions and medical and health units, and make good preparations for medical emergency work in peacetime; Organize the implementation of medical emergency rescue for nuclear accidents. Chapter II Organizational Structure and Duties Article 6 The administrative department of health of the State Council shall set up a national medical emergency rescue leading group for nuclear accidents, whose main responsibilities are:

(a) to implement the national guidelines and policies for nuclear accident emergency work;

(two) to guide the local nuclear accident emergency medical rescue work;

(three) to be responsible for putting forward suggestions on health protection and medical emergency rescue for nuclear accidents to the national nuclear accident emergency agency;

(four) to organize the review of the national medical emergency rescue plan for nuclear accidents and check the medical emergency preparedness;

(5) Organizing international medical emergency rescue for nuclear accidents;

(six) responsible for the information release of medical emergency rescue of nuclear accidents. Article 7 The health administrative department of the State Council shall set up the office of the leading group for medical emergency rescue of nuclear accidents (hereinafter referred to as the Nuclear Emergency Office of the Ministry of Health), whose main responsibilities are:

(a) to organize the publicity and implementation of the national guidelines and policies for nuclear accident emergency work;

(two) under the leadership of the leading group for medical emergency rescue of nuclear accidents, do a good job in medical emergency preparation, guide, supervise, check and implement various medical emergency rescue measures;

(three) to organize professional training for medical emergency personnel, and to supervise and inspect the emergency health protection and medical rescue training and exercises of relevant units;

(four) the organization responsible for medical emergency rescue and the hygienic evaluation of its consequences. Article 8 The health administrative department of the State Council shall establish a national expert consultation organization and consultation group for medical emergency rescue of nuclear accidents, and employ relevant experts (part-time), whose main responsibilities are:

(a) to provide technical advice and consultation on medical emergency rescue of nuclear accidents;

(two) to assist the national leading group for medical emergency rescue of nuclear accidents to review the medical emergency rescue plan for nuclear accidents;

(three) to guide and participate in the professional and technical training of nuclear accident emergency radiation protection and medical rescue;

(four) to participate in the hygienic evaluation after the nuclear accident. Article 9 The health administrative department of the State Council shall set up a medical emergency rescue center for nuclear accidents, whose main duties are:

(1) Under the leadership of the Nuclear Emergency Office of the Ministry of Health, carry out research on the methods and technologies of emergency health protection and medical rescue for nuclear accidents, and do a good job in the preparation and response of national medical emergency rescue;

(two) responsible for the implementation of technical backbone training and drills of medical emergency institutions at all levels;

(three) responsible for drafting the national medical emergency rescue plan for nuclear accidents;

(four) responsible for the collection, collation, analysis, storage and exchange of relevant information, and the establishment of relevant databases;

(five) to participate in the medical treatment and long-term medical observation of people exposed to radiation accidents, and to guide the storage and use of radiation protection drugs;

(six) to participate in the formulation of the level of dose intervention and guidance intervention to protect the public in the event of a nuclear accident, and to assist the provincial health administrative department where the nuclear facility is located to implement the health protection measures for nuclear accidents;

(seven) to guide and participate in the monitoring of radioactive pollution at the scene of a nuclear accident when necessary;

(eight) responsible for daily duty, communication, data reception and transmission; Notify medical emergency rescue when an accident occurs, draft a summary report, and can be transferred to the national nuclear accident medical emergency rescue command center at any time. Article 10 The health administrative department of the provincial government where the nuclear power plant is located shall be responsible for the medical emergency rescue of nuclear accidents within its jurisdiction, and its main responsibilities are:

(a) to implement the national laws, regulations and policies on medical emergency work for nuclear accidents;

(two) to formulate the medical emergency rescue plan for nuclear accidents in this area and its implementation plan, and report it to the Nuclear Emergency Office of the Ministry of Health for the record;

(three) to organize, coordinate and guide the medical emergency units within their jurisdiction to do a good job in the rescue and medical treatment of people exposed at the scene of nuclear accidents;

(4) According to the population density around the nuclear power plant, establish a database of radioactive background data, population distribution, residents' health, eating habits, distribution of health institutions and medical and health technical forces, meteorology, transportation and communication capabilities within 30 to 50 kilometers around the nuclear power plant;

(five) to carry out the radiation health assessment of the surrounding public after the operation of the nuclear power plant, and regularly monitor and evaluate the drinking water, food and near-surface air in the main residential areas;

(six) regularly provide relevant investigation, monitoring and evaluation information to the medical emergency rescue center of the Ministry of Health; Report any problems found at any time;

(seven) to train the relevant personnel of the basic medical and health units in the areas where the nuclear accident may affect, and to publicize and educate the residents around the nuclear power plant about the basic knowledge of radiation protection;

(eight) to complete other tasks assigned by the Nuclear Emergency Office of the Ministry of Health.
