Since 1987, the Housing Authority has implemented the "Housing Subsidy Policy for Public Housing Tenants" (commonly known as the "Rich Tenants Policy"), reducing housing subsidies to tenants who no longer need subsidies, so as to encourage rich tenants to move out of public housing units and ensure the rational allocation of public housing resources.
