Grade III and III property fees are charged according to the standard of 0.5 yuan/㎡. The main services are: 24-hour community duty, no less than 8 hours of standing guard at the main entrances and exits, cleaning the public areas of the community once a day to ensure that the garbage bins in the community do not overflow, and cleaning the garbage facilities in the public areas twice a week.
Four, four property fees charged at the standard of 0.35 yuan/m 2. The main services are: being on duty 24 hours a day, cleaning the public areas of the community, cleaning the garbage every day, ensuring that the garbage bins do not overflow, and cleaning the garbage facilities in the public areas once a week.
The charging standards in each region are different, and the specific charging standards are announced by the local price bureau.

Property fees include property management fees. In property management, management fees refer to some management service fees such as patrol, inspection, property maintenance and update fees and property files of property staff.
2, cleaning fees and green maintenance management fees:
It also includes cleaning costs, greening maintenance costs and management fees. Cleaning costs refer to environmental cleaning costs in public areas, including tools, employee supplies, garbage transportation, chemical fertilizer cleaning, etc. Greening maintenance fees include: greening tool fees, water fees, pesticide and fertilizer fees, weed cleaning fees and landscape maintenance fees.
3. Office expenses and staff salaries:
Property workers also need to be paid. Office expenses refer to transportation expenses, communication expenses, office supplies, utilities and so on. The wages of property service personnel include: personnel expenses, basic salary, social insurance, welfare withdrawal, overtime and clothing expenses.
The owner may refuse to pay the property fee under the following circumstances:
(1) I just started to collect the property fee and didn't take the house. In this case, I can refuse to pay.
(2) The property regulations do not belong to the expenses paid by the owners and can be rejected.
(3) The failure of the property to act according to the relevant service commitments should not be regarded as failure to act according to the service commitments, but direct evidence should be locked.
(4) If the property raises the charging standard privately, the owner may refuse to pay the increased part.
⑤ The property has not signed relevant contracts with all owners.
⑥ The property has no audit qualification certificate of relevant departments.
⑦ If rectification is needed due to the quality problems of new building products, the owner may refuse to pay the property fee during the rectification period.
⑧ If the type of property service violates the provisions and charging standards, or violates the contract commitment to occupy or rent urban green space and indoor space, the owner may refuse to pay the property fee.
Under what circumstances can I not pay the property fee?
1. There are defects in the maintenance and sanitation of public facilities. For example, the newly-built residential area is not properly disposed of, and the garbage that should be concentrated is discarded at will, which not only affects the beauty of the residential area, but also spreads odor and mosquitoes in summer, which is also harmful to the health of residents in the residential area.
2. There are problems in building quality, and the property management company failed to carry out maintenance treatment in time. For example, if the pipeline leaks and the property is left unattended, all the water will freeze. This not only bothers residents, but also makes passers-by walk carefully.
3. As the manager of the community, the property should be responsible for the safety of the whole community. For example, property was stolen, vehicles were stolen and scratched. Since there is no security, there is no need to pay property fees.
4, property company personnel abuse of power. Use the public space of the community to seek illegitimate interests and collect parking fees privately.

Article 944 The owner shall pay the property fee to the property service provider as agreed. If the property service provider has provided services in accordance with the agreement and relevant regulations, the owner shall not refuse to pay the property fee on the grounds that he has not accepted or does not need to accept the relevant property services.
If the owner fails to pay the property fee within the time limit in violation of the agreement, the property service provider may urge him to pay it within a reasonable period of time; If the payment is not made within a reasonable period, the property service provider may bring a lawsuit or apply for arbitration.
The property service provider shall not stop power supply, water supply, heat supply and gas supply to demand payment of property fees.
