I. Background, Basis, Objectives and Tasks of the Revised Document

In order to give full play to the positive role of professionals in various activities of the property industry, such as property management bidding and project consultation, create a fair, just and open market environment, and promote the healthy and orderly development of the property service industry, our bureau entrusted Maoming Property Management Industry Association to set up a property management industry expert database on 20 19. In recent two years, the application of expert database has played an active role in the management of property industry. However, the level of allocation, construction and management of expert database still needs to be improved, and the relevant policies and regulations system also needs to be established and improved.

Measures for the administration of comprehensive bid evaluation experts and expert database in Guangdong Province.

(iii) Objectives and tasks

The Interim Measures for the Management of Property Management Expert Database of Maoming Housing and Urban-Rural Development Bureau (hereinafter referred to as the "Measures") is mainly based on the national and provincial "Measures for the Management of Bid Evaluation Expert Database" and combined with the actual situation of our city to solve practical problems such as expert storage standards, application, audit, daily management and assessment. Experts' selection, dismissal, responsibility determination and other procedures are proper and simple, which can be generally observed and implemented, providing institutional guarantee for strengthening property management in our city.

The main contents of these Measures include:

(1) Scope of application

Article 2 These Measures shall apply to the establishment and management of property management expert database within the administrative area of Maoming City. The term "property management expert database" as mentioned in these Measures refers to the talent pool composed of professionals with theoretical knowledge and rich practical experience in property management and related majors.

(B) the division of management responsibilities and the principles to be followed

The establishment and management of expert database follow the principles of merit-based admission, dynamic management and talent self-discipline.

(3) Requirements for experts

Article 4 Persons who meet the following conditions can be selected into Maoming Property Management Expert Database:

1, law-abiding, enthusiastic about property management, with good physical condition, moral quality and professional reputation, familiar with property management and related laws and regulations, proficient in professional technical specifications and standards, necessary working hours, in principle, no more than 65 years old, and meet one of the following conditions:

(1) Having worked in the relevant professional fields of property management for 8 years, and having intermediate (or above) technical titles or equivalent professional level;

(two) enjoy a high reputation in the property management industry and make outstanding contributions;

(3) Obtain the qualification of property manager.

2, with engineering, management, economics, law, accounting and other related majors, college degree or above recognized by the state.

3. There is no record of being punished by the administrative department or notified in violation of regulations.

(4) Term of experts

Fifth experts to implement the appointment system management, by the municipal housing and urban and rural construction administrative departments to select and issue a unified letter of appointment. The employment period is 3 years, and will be automatically dismissed at the expiration of the employment period.

(5) Selection procedure of experts

Article 6: Expert Selection Procedure:?

1. Publish solicitation information: The municipal administrative department of housing and urban-rural construction publishes the solicitation information of experts on its unit portal website.

2. Acceptance of registration: the applicant applies to the municipal administrative department of housing and urban and rural construction.

3. Qualification examination: The municipal administrative department of housing and urban and rural construction shall examine the application materials and put forward the list of experts to be hired.

4. Publicity: The municipal administrative department of housing and urban-rural construction shall publicize the list of experts to be hired on its unit portal website for not less than 7 days. During the publicity period, if there is any objection to the experts to be hired, it shall be submitted in writing to the municipal administrative department of housing and urban and rural construction, and provide the corresponding certification materials; After verification by the municipal administrative department of housing and urban and rural construction, if the experts to be hired do not meet the requirements of Article 4 of these Measures, their employment qualifications shall be cancelled.

5. Appointment: After the expiration of the publicity period, if there is no objection or the objection is not established, the municipal administrative department of housing and urban and rural construction will sign an agreement with the experts to clarify the rights and obligations of both parties.

6. Certification: The municipal administrative department of housing and urban-rural construction makes the letter of appointment and issues it to experts.

7. Announcement: The municipal administrative department of housing and urban-rural construction publishes the list of experts on its unit portal website.

(vi) Expert Supplement

Seventh city housing and urban and rural construction administrative departments can increase experts according to the needs of the work. The deadline for the appointment of supplementary experts is the same as that of the same session of experts, and will be changed when it expires. Supplementary expert procedures shall be implemented in accordance with the provisions of Article 6 of these Measures.

(7) The responsibilities of experts

Eighth experts entrusted by the municipal administrative department of housing and urban and rural construction and related units, mainly perform the following duties:

1, drafting, investigation and consultation of property management policies and regulations;

2, formulate and guide the property management industry norms;

3. Property management project evaluation;

4, property management demonstration project evaluation and demonstration;

5. Mediation of property management disputes;

6 other property management related matters entrusted by the municipal administrative department of housing and urban and rural construction.

(viii) Rights of experts

Article 9: Experts shall enjoy the following rights:

1, put forward working opinions and suggestions to the municipal administrative department of housing and urban and rural construction;

2. Conduct independent bid evaluation, review and evaluation of the project according to law, and put forward review or evaluation opinions without interference from any unit or individual;

3. Participate in training, lectures and exchanges organized by relevant departments;

4. Obtain labor remuneration in accordance with relevant regulations; ?

5. Apply for withdrawal from the expert database;

6. Other rights stipulated by laws, regulations and rules.

(9) Obligations of experts

Article 10: Experts shall undertake the following obligations:

1. Abide by the discipline of bid evaluation and bid selection, and shall not accept property or other benefits other than the normal labor fee of the entrusted or entrusted unit;

2. Work objectively and fairly, and provide services in accordance with relevant laws, regulations and industry norms;

3, found illegal behavior in the industry, timely report to the relevant administrative departments;

4, assist and cooperate with the supervision, inspection and investigation of the municipal administrative department of housing and urban and rural construction;

5. Timely report changes in work and personal basic information, including work unit, contact address, telephone number and e-mail. All the consequences caused by the failure to handle the information change procedures in time shall be borne by the experts;

6. Attend expert business knowledge training lectures organized by the administrative department on time;

7. Abide by the obligation of confidentiality, and shall not disclose to the outside the business secrets of participating projects and other provisions and agreements that should not be made public;

8. Other obligations stipulated by laws and regulations.

(10) Bad behavior of experts

Eleventh experts have one of the following acts, recorded in the record of bad behavior:

1, accepted the job invitation, but failed to complete it within the specified time;

2, in violation of professional ethics and industry self-discipline regulations, private contact with the parties.

(eleven) the dismissal of experts

Twelfth experts in any of the following circumstances, the municipal administrative department of housing and urban and rural construction can be dismissed in advance:

1, I apply to quit the expert database;

2. Loss of capacity for civil conduct;

3, transferred from the city's work;

4, no longer engaged in property management related work;

5, was randomly selected as a property management project evaluation experts but did not participate without justifiable reasons, a total of more than 3 times a year;

6 was randomly selected as a property management demonstration project evaluation expert but did not participate without justifiable reasons, and accumulated more than 2 times a year;

7, shirk, give up the city housing and urban and rural construction administrative departments entrusted by the property management work more than 2 times a year;

8, in accordance with the provisions of article fourteenth of these measures should be avoided but not avoided;

9. Have a bad credit record, or have two bad behaviors during the employment period;

10, submitting false application materials;

1 1, sentenced to punishment for criminal acts;

12, who is mainly responsible for serious damage to the reputation of the industry or major accidents in property management;

13, engaging in malpractices for selfish ends and obtaining illegitimate interests;

An expert who commits any of the acts mentioned in Items (5) to (7) of the preceding paragraph shall not accept his application for joining the expert database within 5 years from the date of canceling his qualification as an expert.

If an expert has one of the acts listed in Item 8 to Item 13 of the preceding paragraph, his application for joining the expert database will no longer be accepted.

(12) Selection of experts

Thirteenth experts to participate in the evaluation of property management projects in the early stage shall be randomly selected by the tenderer from the expert database established by the municipal administrative department of housing and urban and rural construction.

Experts participating in the evaluation of property management demonstration projects shall be determined by the municipal property management industry association under the supervision of the municipal administrative department of housing and urban and rural construction.

(13) expert avoidance system

Fourteenth randomly selected experts to participate in the evaluation of property management projects and property management demonstration projects, one of the following circumstances, must be avoided:

1. I and my close relatives work in the tendering units, tendering units and their affiliated enterprises of property management projects, or provide consulting services in advance;

2. I and my close relatives provide property management services for enterprises and their affiliated enterprises in the evaluation of property management demonstration projects, or provide consulting services in advance;

3. Other circumstances that affect the fairness of bid evaluation and selection or that should be avoided in accordance with relevant laws, regulations and rules.

Randomly selected experts in the preceding paragraph 0, 2 cases, should voluntarily withdraw, and in the property management project evaluation, demonstration project evaluation time 1 days ago, timely report to the administrative department to avoid matters.
