The term "secondary water supply facilities" as mentioned in these Measures refers to the equipment and pipelines set up to ensure the water quality and water pressure of secondary water supply, including water storage tanks (boxes) (including high, medium and low water tanks), pump houses, water pump units and ancillary facilities (including pumps, motors, power distribution control cabinets), pressure tanks, disinfection equipment, related pipelines and various valves. Fourth urban and rural construction departments are responsible for the supervision and management of secondary water supply, and their subordinate water supply management agencies are specifically responsible for the daily management of secondary water supply. The health department is responsible for water quality monitoring and health supervision of secondary water supply. Development and reform, finance, housing security and real estate management, market supervision, urban management and other departments shall, in accordance with their respective responsibilities, do a good job in the management of secondary water supply.
The county government shall, in accordance with the principle of territorial management, do a good job in the relevant work of secondary water supply within its jurisdiction. Fifth any unit or individual has the obligation to protect the secondary water supply facilities, and shall not damage the secondary water supply facilities or endanger the safety of the secondary water supply; Have the right to complain and report acts that damage secondary water supply facilities and endanger the safety of secondary water supply. Article 6 If the water pressure requirements of newly built, rebuilt or expanded buildings exceed the water pressure standards of public water supply, the construction unit shall build secondary water supply facilities. The secondary water supply facilities shall be designed, constructed, accepted and put into use simultaneously with the main project.
The investment in the construction of secondary water supply facilities shall be included in the total budgetary estimate of the construction project and shall be borne by the construction unit or the property right unit. Seventh after the completion of the second water supply project, the construction unit shall, in accordance with the provisions of the "Regulations" on the quality management of construction projects, organize the completion acceptance. Without acceptance or unqualified acceptance, it shall not be put into use. Eighth after the completion of the secondary water supply facilities, the construction unit shall organize the cleaning, pressure testing and disinfection of the secondary water supply system, and shall not be put into use until it is qualified by the water quality testing institution with legal qualifications. Ninth new residential secondary water supply facilities, should be handed over to the water supply enterprise management and maintenance. The municipal and county people's governments shall make plans and take measures to hand over the secondary water supply facilities of residential buildings within a time limit, and the water supply enterprises shall be responsible for the management and maintenance. During the transition period, the realty service enterprise shall strengthen the management and maintenance of the secondary water supply facilities to ensure that the secondary water supply facilities are in good condition. The secondary water supply facilities do not meet the requirements of relevant national standards and technical specifications, and can only be handed over after rectification and acceptance, and the property service enterprises shall cooperate.
Other secondary water supply facilities other than those specified in the preceding paragraph may be transferred to water supply enterprises for management and maintenance on a voluntary basis. Tenth secondary water supply facilities shall be managed and maintained by the water supply enterprises, and the management and maintenance costs shall be included in the operating costs of the water supply enterprises. Household water supply price is calculated and charged according to the residential water price approved by the development and reform department.
The operating electricity price of secondary water supply facilities shall be implemented in accordance with the relevant provisions of the state; The residential secondary water supply electricity price is subject to the residential electricity price. Eleventh secondary water supply management and maintenance units should implement uninterrupted water supply, and announce the service telephone number within the service scope.
If it is really necessary to stop water supply or depressurize water supply due to engineering construction, equipment maintenance, water tank cleaning and disinfection, the user shall be notified 24 hours in advance to prepare for water storage; If advance notice cannot be given due to equipment failure or emergency maintenance, users should be informed at the same time of emergency maintenance.
If the water supply cannot be restored for more than 24 hours, the user shall be informed in advance, and emergency water supply measures shall be taken to solve the basic domestic water demand of users. Twelfth secondary water supply management and maintenance units shall establish health management rules and regulations, equipped with full-time or part-time personnel, responsible for the health management of secondary water supply.
Personnel directly engaged in water supply and management can only take up their posts after obtaining health certificates, and conduct a health examination once a year. Thirteenth secondary water supply management and maintenance units shall establish a secondary water supply quality management system and perform the following duties:
(a) the establishment of water quality testing, cleaning and disinfection ledger;
(two) regular routine testing of water quality. Do not have the qualification of water quality testing, should be entrusted with the corresponding qualification of water quality testing institutions for testing;
(three) when the water quality is found to be polluted or abnormal, it should immediately find out the situation, take emergency control measures to eliminate the impact, and report to the competent department of urban and rural construction and the health department in time. Fourteenth health departments shall, in accordance with the relevant provisions of the supervision and management of drinking water hygiene, conduct random sampling on the quality of secondary water supply, and inform the urban and rural construction departments of the sampling results. If the water quality of the secondary water supply does not meet the hygienic standards stipulated by the state, the secondary water supply management and maintenance unit shall make timely rectification.
