In July 2009, the Lishui Municipal Government issued a notice to set up a leading group for the layout of Lishui Urban Planning Exhibition Hall, with Vice Mayor Ye as the leader and Secretary General Liu Shishu and Director Sun of the Construction Bureau as the deputy heads. In the process of compilation, city leaders Chen Ronggao and Lu Ziyue listened to the compilation report many times to help solve the practical problems of the project. In September, 2009, the design and construction of the exhibition project of Lishui Urban Planning Exhibition Hall was invited for bidding, and Shenzhen Jiersi Exhibition Service Co., Ltd. won the bid.
From June 5, 2008 to February 2009, the layout project of Lishui Urban Planning Exhibition Hall was approved by Lishui Economic Development Committee.
On April 20 10, the exhibition project of Lishui urban planning exhibition hall started, which lasted for half a year and was officially completed on June 20 10.
