Regulations of Shenzhen Municipality on Affordable Housing (20 1 1 Amendment)

Chapter I General Provisions Article 1 These Regulations are formulated according to the actual situation of this Municipality in order to improve the housing security system, improve the living conditions of people with housing difficulties, promote social harmony and healthy and stable economic development, and enhance the competitiveness of the city. Article 2 Housing security shall follow the principles of government leading, social participation, moderate grading and gradual progress. Article 3 Housing security takes the form of renting, selling affordable housing and monetary subsidies.

The term "indemnificatory housing" as mentioned in these Regulations refers to the housing invested by the government or raised by other means, which is rented or sold to eligible families with housing difficulties and single residents according to limited standards and prices, including low-rent housing, public rental housing, affordable housing and commercial housing. Article 4 This Municipality shall provide housing security for families with housing difficulties and single persons with household registration in this Municipality.

The people are the basic security objects, which are guaranteed by renting or selling affordable housing or monetary subsidies. Among them, families with housing difficulties who have household registration in this city and are social assistance targets are guaranteed by providing low-rent housing or monetary subsidies.

All kinds of professionals who are required by the economic and social development of this Municipality and pay fees continuously in this Municipality.

Non-registered residents who have paid social insurance premiums for a certain number of years can be gradually included in the scope of housing security according to economic and social development and financial affordability. The specific measures shall be formulated separately by the municipal government. Article 5 The municipal government shall actively take measures, innovate mechanisms, strengthen the construction and supply of affordable housing, and improve the housing security rate.

The Housing Committee of the municipal government (hereinafter referred to as the Municipal Housing Authority) is responsible for the deliberation, coordination, guidance and decision-making of major housing security issues in this Municipality.

The housing and urban-rural construction department of the municipal government (hereinafter referred to as the municipal competent department) is responsible for the organization, implementation, supervision and management of housing security in this Municipality, and may entrust relevant institutions to implement it according to law.

Development and reform, living environment, finance, land planning, public security, supervision, civil affairs, human resources and social security, market supervision, taxation, statistics and other relevant departments, relevant financial institutions and financial industry supervision and management institutions are responsible for housing security related work within their respective functions and powers.

The competent department of housing security of the district government (hereinafter referred to as the district competent department) and relevant departments and sub-district offices shall do a good job in housing security within their respective functions and powers. Chapter II Planning and Planning Article 6 The municipal competent department shall, jointly with the district governments, municipal development and reform, human settlements, finance, planning, land, civil affairs, human resources and social security, and related industries, formulate a housing security plan, which shall be promulgated and implemented after being approved according to regulations.

Housing security planning should include the objectives, overall requirements, raising and supply of affordable housing, land and funding arrangements, planning implementation measures and working mechanism. The annual plan for housing security shall specify the supply of land for affordable housing within the planned year.

Planning points should be included in this year's national economic and social development plan of this Municipality, including the arrangement of funds, the source of affordable housing, the number and regional distribution of affordable housing, the total amount of monetary subsidies, and the scope of security objects. Housing security funds are unified into the management of special financial accounts, which are earmarked for the development, construction, collection, management and payment of monetary subsidies for affordable housing.
