In order to conscientiously implement the emergency notice of the provincial and municipal epidemic headquarters on further strengthening the inspection of nucleic acid detection documents in various places and gathering activities, effectively reduce the risk of epidemic spread, reduce public cross-infection, and protect people's health, the notice of "all people wearing masks and scanning place codes" in public places is as follows:
First, strictly enforce the wearing of masks by all employees. Wearing masks should be standardized when entering public places, public toilets, taking public transport, attending various meetings, engaging in key industries and going to hospitals.
Second, strictly implement the location code setting. Adhere to the principle of "every door must be set, every door must be swept, every sweep must be checked, and every abnormality must be reported". All kinds of places that provide public services, commercial services and people with more access must set up place codes and post them in eye-catching positions such as entrances and exits.
Third, strictly implement the website code inspection. All kinds of places should designate special personnel on duty to strictly check the health status of passers-by. Anyone who enters the place must scan the place code, and for those who can't use smart phones, the paper electronic health code will be scanned in reverse code. Those who find the place code "bright yellow card" and the trip code "with star code" are strictly prohibited from entering the place and immediately report to the local street and town epidemic headquarters.
Four, strictly implement the enterprise, on-site inspection site specifications. All kinds of enterprises at all levels and related construction sites should implement the "number one" responsibility system, strictly implement the location code setting, and at the same time implement the epidemic prevention measures such as one-meter line, temperature measurement and code inspection, and check the negative proof of nucleic acid detection for all personnel entering the site within 7 days. Anyone who holds a "bright yellow card" and a "star code" is strictly forbidden to enter the enterprise and the construction site, and immediately report to the local street and town epidemic headquarters.
Five, strictly implement the demonstration of cadres in party member. Party member cadres in the whole region should give full play to their exemplary and leading role, consciously standardize the wearing of masks, and scan the position code when entering, mobilize relatives and friends around them and promote the formation of a strong atmosphere of "everyone wears masks and scans the position code".
Six, in strict accordance with the law to deal with violations. Refusing to implement epidemic prevention and control measures, not complying with the relevant regulations on wearing masks, and not using the "place code" as required. The public security organ will give public security punishment in accordance with the provisions of Article 50 of the Law of People's Republic of China (PRC) on Public Security Administration Punishment; Those who cause novel coronavirus to spread or have a serious risk of spreading will be investigated for criminal responsibility for the crime of obstructing the prevention and control of infectious diseases in accordance with Article 330th of the Criminal Law of People's Republic of China (PRC).
Seven, in strict accordance with the regulations to deal with violations. Strictly implement the territories, industry departments, units, families and individuals, and the supervision team of the district epidemic prevention and control headquarters will conduct unannounced visits. Units and individuals who fail to set the site code as required and enter the public * * * places without scanning the site code will be severely dealt with, and the relevant units and individuals will be held accountable.
This notice shall come into force as of the date of promulgation.
