According to the viewpoint of new media, the Proposal requires that the new urbanization strategy with people as the core should be further promoted, the urbanization of agricultural transfer population should be continuously promoted, the urbanization pattern with urban agglomeration as the main form and coordinated development of large, medium and small cities and small towns should be improved, the healthy, livable and safe development of cities should be promoted, the urban governance system and governance capacity should be modernized, the urban-rural integration development should be promoted, and strong impetus and solid support should be provided for building a socialist modern country in an all-round way.
The plan proposes that the people's governments of all provinces, autonomous regions and municipalities directly under the Central Government should strengthen organizational leadership, clarify the division of responsibilities, improve the working mechanism, refine the tasks and measures, closely link the important tasks and reform measures determined in the plan with the economic and social development of the region during the 14 th Five-Year Plan period, and ensure that all objectives, tasks and policies and measures are implemented. Important policies, major projects and key projects involved in the implementation of the plan shall be submitted for approval according to the prescribed procedures.
All relevant departments should strengthen coordination and cooperation in accordance with the division of responsibilities, increase guidance and support, and form a joint policy force to promote new urbanization. Give full play to the role of the inter-ministerial joint conference system for urbanization and urban-rural integration development, make overall plans to promote major issues, and promote the solution of major problems in the implementation of the plan. The National Development and Reform Commission should strengthen comprehensive coordination, track the progress of program implementation in a timely manner, and summarize and popularize typical experiences in a timely manner. Report major issues to the CPC Central Committee and the State Council in a timely manner.
