In order to fully implement the Opinions of the Central Committee of the State Council on Deepening Education Reform and Comprehensively Improving the Quality of Compulsory Education (Z.F. [2019] No.26), further standardize the enrollment order of compulsory education, promote education equity and improve the quality of education, the relevant matters concerning the enrollment of compulsory education in 20021year are hereby notified as follows.
First, the right of school-age children and adolescents to attend school is guaranteed according to law.
Ensure that school-age children and adolescents go to school. All localities should strictly implement the compulsory education law and other legal provisions to effectively protect the right of school-age children and adolescents to receive compulsory education. School-age children and adolescents need to postpone their schooling due to their physical condition, and their parents or other legal guardians shall apply to provide physical condition certificates issued by medical units at or above the county level, which shall be approved by the county-level education administrative department. Parents or other legal guardians who refuse to send school-age children and adolescents to school for compulsory education without justifiable reasons shall be criticized and educated by the local township government or the county-level education administrative department and ordered to make corrections within a time limit; Overdue reform, the judicial department shall issue relevant judicial documents, and urge them to send school-age children and adolescents to school; If the circumstances are serious enough to constitute a crime, legal responsibility shall be investigated according to law.
(2) Implementing the responsibility of dropping out of school. All localities should fully implement the "seven-long" responsibility system for dropping out of school, such as county (city, district) heads, education directors, township (town) heads, village heads, principals, parents and teachers (class teachers). It is necessary to take the county as a unit, comprehensively find out the base of school-age children and adolescents, and focus on the investigation and labeling of school-age children and adolescents who go out, left-behind children in rural areas, orphans, seriously ill disabled children, destitute children, children from poor families, unregistered children and adolescents. Make sure not to miss one. Establish and improve school-age children's bases and enrollment ledgers at the county, township, village and school levels. (3) Strictly investigate and deal with illegal school running. All localities should seriously investigate and punish the illegal school-running behavior of social training institutions that replace compulsory education in the form of "national studies classes", "classic reading classes" and "private schools", and resolutely put an end to school-age children and adolescents who do not accept compulsory education in temples.
Two, the full implementation of compulsory education school entrance examination.

After the enrollment area is delineated, it should remain relatively stable for a period of time. When re-dividing and adjusting, we should be cautious and careful again, and carefully explain to the parents of students to ensure the stability of enrollment order. Where educational resources are relatively balanced, single-school scribing is generally implemented; Where the allocation of educational resources is not balanced enough, multi-school scribing can be steadily promoted according to the actual situation, and random allocation of places can be adopted. Enrollment in compulsory education in primary and secondary schools affiliated to colleges and universities should be brought into the unified management of enrollment by local education administrative departments. Free degrees in private schools purchased by the government are enrolled in accordance with the method of public schools.
(3) Strictly implement the provisions on admission without examination. All public and private compulsory education schools must strictly abide by the compulsory education exemption admission regulations, and it is strictly forbidden to select students by examination, interview, testing, evaluation, competition, interview or any disguised form; It is strictly forbidden to organize or jointly organize various examinations with social training institutions for the purpose of selecting students; It is strictly forbidden to take all kinds of examination results of social training institutions as the basis or reference for enrollment. Three. Guarantee the right to education of special groups.

It is necessary to treat migrant children equally to participate in registration and lottery, and ensure that eligible migrant children enjoy equal opportunities for admission. The administrative department of education should fully consider the particularity of the children who move with them, and jointly publicize and inform the admission conditions and requirements in advance with relevant departments such as human resources, social security and public security, as well as streets and communities. Schools should implement mixed classes and unified management for children of floating population and local registered students, strengthen education management services for children of floating population, and ensure that children of floating population receive education on an equal basis.
(2) Do a good job in enrolling disabled children and adolescents. Actively promote integrated education, give priority to regular classes in ordinary schools, and arrange compulsory education for school-age disabled children and adolescents who can receive general education nearby; Can not accept general education, by the county education administrative departments to co-ordinate arrangements to enter special education schools; Due to the serious degree of disability, those who can't attend special education classes in schools or child welfare institutions (including minors' rescue and protection institutions) should take the form of sending teachers to their homes to implement education and be included in the management of special education schools. If there is any dispute over school placement, the county-level education administrative department shall take the lead in organizing an expert committee on education for the disabled to evaluate and appraise their ability to receive compulsory education, put forward opinions on school placement according to the principle of "one person, one case", and clarify the ways for school-age disabled children and adolescents to receive compulsory education and the specific schools to attend, so as to live within their means.
(3) Implementing preferential policies for education. All localities should implement preferential education policies for children of martyrs, eligible children of servicemen, police heroes and children of disabled policemen who died in the line of duty, implement enrollment policies for overseas Chinese, overseas Chinese from Hong Kong, Macao and Taiwan and overseas students, refine operation procedures and optimize handling procedures.
Fourth, promote the balanced development of compulsory education.

All localities should further deepen the reform of compulsory education management mode, narrow the gap between urban and rural areas, regions and schools, expand the coverage of quality education resources, and meet the people's demand for quality compulsory education by implementing school districts, running schools in groups or school-school alliances, pairing assistance, strengthening schools and weakening schools, and balancing the allocation of teachers.
(3) Do a good job in balanced resettlement and student status management. Schools in the compulsory education stage of the province (including private schools) should strictly implement the provisions of balanced placement. For new compulsory education students, we should arrange classes in a balanced way according to random distribution and equip teachers in a balanced way. It is strictly forbidden for schools to set up key classes, fast classes and experimental classes in any name or in disguise. School placement should be completed under the supervision and guidance of the competent administrative department of education. According to the Ministry of Education's Measures for the Administration of Students' Enrollment in Primary and Secondary Schools and the Detailed Rules for the Implementation of the Measures for the Administration of Students' Enrollment in Compulsory Education in Hebei Province (Revised), the registration of freshmen's enrollment should be completed in time. It is necessary to strictly implement the stipulation that students have the same nationality and their nationality follows others, and it is strictly forbidden to have nationality separation, empty registration and fraudulent registration. It is strictly forbidden for schools to enroll students in disguised form in the name of transfer, and it is strictly forbidden to enroll students across regions and transfer students in violation of regulations.
Fifth, comprehensively promote sunshine enrollment.
(1) Do a good job in publicizing enrollment information. County-level education administrative departments and schools should actively disclose enrollment-related information to the public through various forms before enrollment, including specific enrollment policies, enrollment scope, enrollment conditions, application materials, enrollment process, enrollment time nodes, work consultation methods, supervision and reporting platforms, and letters and visits reception addresses. All localities should further simplify and optimize the registration procedures and certification materials in line with the principle of convenience and efficiency. Encourage all localities to explore the establishment of compulsory education enrollment information platform, establish key data extraction and verification mechanism with relevant departments, and realize "one-stop" management and service of enrollment. We should continue to simplify the certification materials, check the required admission certification materials item by item, list the materials and announce them to the public in advance. Where there is no proof and seal link based on laws and regulations, the actual procedures are complicated and the relevant units can't prove it, and the relevant information can be obtained through information sharing with other departments, it will be cancelled in principle.
(3) Establish an early warning system for enrollment. County-level education administrative departments should establish and improve the enrollment early warning mechanism, strengthen the prediction and analysis of the changing trend of school-age population, issue early warning tips to the society as soon as possible and in advance, and reasonably guide parents' expectations. During the enrollment period, the education administrative department at the county level should give an early warning to schools that may add large classes within their jurisdiction, and resolutely prevent the emergence of new large classes. Where the enrollment scale of private compulsory education is relatively high, it is necessary to strengthen the government's responsibility to guarantee compulsory education, increase the supply of public school resources, rationally adjust the enrollment plan, and resolutely prevent the government's responsibility to hold compulsory education from being pushed to the market.
Six, improve the enrollment supervision and accountability mechanism.
Strictly implement the relevant laws and regulations and the "ten prohibitions" discipline of enrollment in ordinary primary and secondary schools proposed by the Ministry of Education. We will improve the mechanism for investigating and handling illegal enrollment, unblock the channels for reporting and complaining, and promptly correct and severely investigate all kinds of illegal enrollment behaviors. For public schools that violate the rules, the education administrative department shall order them to make rectification within a time limit, and give them a warning, informed criticism, cancel the qualification of Pingxian Pingyou, and revoke the honorary title according to the seriousness of the case. For illegal private schools, the education administrative department shall order them to make rectification within a time limit, and give interviews, informed criticism, reduce the enrollment plan for the next year, stop enrolling students in that year until the school license is revoked, depending on the seriousness of the case. For off-campus training institutions that participate in enrollment in violation of regulations, the education administrative department shall order them to make rectification within a time limit, and give them a warning, informed criticism, blacklisting, stopping enrollment until the school license is revoked according to the seriousness of the case. For individuals who violate the rules and regulations, according to the cadre management authority, depending on the seriousness of the case, the principal responsible person and other directly responsible personnel shall be given corresponding disciplinary and administrative sanctions until the dismissal or termination of the employment relationship; Anyone suspected of violating the law and committing a crime shall be handed over to the judicial department for legal responsibility. For places that have adverse effects or serious consequences due to inadequate supervision and performance, it is necessary to seriously investigate the responsibilities of relevant units and personnel in accordance with the law and regulations, and strive to create a standardized and orderly good ecology.
Seven, strengthen publicity and guidance, and create a good atmosphere.
Education administrative departments at all levels should cooperate with propaganda departments, news media and relevant units, strengthen publicity and public opinion guidance, standardize news reports, comprehensively, deeply and meticulously interpret local enrollment policies, make efforts to publicize specific measures to promote education equity, and actively respond to the concerns of the masses. It is necessary to publicize the key policies and difficult issues that the masses care about in the key links and key points of enrollment, and gain the understanding and support of parents. It is necessary to guide parents to fully understand the value and significance of entering a school nearby for the healthy growth of students, establish a correct evaluation of the quality of compulsory education and a view of students' growth in the whole society, guide parents to establish a scientific educational concept, and reverse the wrong evaluation orientation of only scores and only entering a higher school. It is necessary to sum up the advanced models and successful experiences of promoting enrollment, actively publicize the effect of high-quality balanced development and good schools to the people, and strive to create conditions for every school-age child and teenager to receive fair and high-quality education. Before the introduction of major reform measures, it is necessary to solicit opinions from the masses, strengthen risk assessment, do a good job of public opinion guidance, set the necessary transition time limit, leave a reasonable expected time for the society, and ensure harmony and stability.
