Regulations of Hami Municipality on Promoting Civilized Behavior

Article 1 In order to cultivate and practice socialist core values, advocate civilized behavior, enhance the degree of social civilization, and maintain social stability and long-term stability, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this Municipality. Article 2 These Regulations shall apply to the regulation, management and promotion of civilized behavior within the administrative area of this Municipality. Article 3 The term "civilized behavior" as mentioned in these Regulations refers to the behavior that abides by the Constitution and laws, conforms to the requirements of citizens' moral construction in the new era, embodies socialist core values, maintains public order and good customs, leads social customs and promotes social civilization and progress. Article 4 The promotion of civilized behavior shall adhere to the principles of unified leadership of the Party committee, implementation by the government, respective responsibilities of departments and social participation, and form a long-term mechanism of * * * construction, * * governance and * * enjoyment. City, district (county) spiritual civilization construction institutions are specifically responsible for the guidance, coordination, supervision and inspection of the promotion of civilized behavior in the region. Article 6 The municipal, district (county) people's governments shall regard the propaganda of civilized behavior as an important part of spiritual civilization construction, formulate relevant policies and measures, establish a working mechanism of uncivilized behavior law enforcement cooperation and information sharing in which relevant departments participate in coordination, and promote the coordination of civilized behavior work with economic and social development.

Township (town) people's governments and sub-district offices shall, in accordance with the provisions of these regulations, do a good job in the propaganda of civilized behavior within their respective jurisdictions.

Village (neighborhood) committees should strengthen the propaganda and guidance of civilized behavior and help publicize relevant civilized behaviors. Article 7 The administrative departments of network information, public security, civil affairs, ecological environment, housing and urban and rural construction, education, transportation, cultural tourism, health and hygiene, market supervision and urban management shall, according to their respective functions and duties, do a good job in promoting civilized behavior. Eighth organs, organizations, enterprises and institutions, other organizations and citizens should actively support and participate in the propaganda of civilized behavior.

National public officials, educators, advanced model figures and public figures should play an exemplary role in advocating civilized behavior. Ninth any unit or individual has the right to put forward opinions and suggestions on the propaganda of civilized behavior, discourage, complain and report uncivilized behavior.

The relevant departments of the municipal, district (county) people's government shall publish the telephone number of uncivilized behavior complaints, and investigate and deal with uncivilized behavior in a timely manner according to law. Tenth radio, television, newspapers and other media should actively promote civilized behavior and the promotion of civilized behavior, advocate civilized ideas, carry forward social customs, and supervise uncivilized behavior. Eleventh city, district (county) spiritual civilization construction institutions may, in conjunction with relevant departments, take appropriate forms to expose uncivilized behaviors with strong social response and concentrated mass response. Twelfth citizens should maintain public order and consciously implement the following acts:

(1) Dress neatly and behave in a civilized manner;

(two) waiting for the service to obey the order and queue up in turn;

(three) to carry out cultural and sports activities such as square dance and outdoor singing, and to make rational use of venues and facilities, so as not to affect the work and life of others;

(four) not from the building (structure), throwing objects outside the vehicle;

(five) care and rational use of public facilities. Thirteenth citizens should take good care of the public environment and shall not commit the following acts:

(a) in the public * * * area of residential quarters to pile up items at will;

(two) occupy the fire escape, blind parking;

(three) picking flowers and trees at will, trampling on the lawn or damaging the greening facilities in the public green space;

(four) urinating, spitting, littering peels, scraps of paper, cigarette butts and other wastes;

(five) graffiti or illegally post or hang commercial advertisements on buildings, municipal public facilities and trees;

(six) dumping garbage, feces, burning leaves or garbage and other substances that produce smoke pollution;

(seven) making noise in hospitals, libraries, museums, theaters and other public places that need to be quiet;

(8) Smoking in non-smoking areas;

(9) Setting off fireworks and firecrackers in violation of regulations. Fourteenth citizens should travel in a civilized way and consciously abide by the following provisions:

(a) driving a motor vehicle through the zebra crossing should slow down, stop politely when pedestrians pass, and avoid pedestrians when passing through roads and intersections without traffic signals;

(two) driving a non-motor vehicle should be in accordance with the provisions of the lane and traffic lights, not reversing;

(3) Pedestrians should follow the traffic lights, and are not allowed to cross the road, climb over the guardrail or browse hand-held electronic devices or frolic when crossing the road or crossing the road;

(four) motor vehicles should be parked in the direction of public parking spaces, and shall not cross the line;

(five) take the initiative to give up seats for passengers who are old, weak, sick, disabled, pregnant and carrying babies by means of transport, and shall not interfere with the driver's safe driving. Fifteenth citizens should live a civilized and healthy life and consciously abide by the following provisions:

(a) civilized dining, strict economy, oppose waste, the implementation of separate meals, the use of public chopsticks and spoons;

(two) to give up the bad habit of eating wild animals, and not to buy, sell or eat wild animals and their products prohibited by laws and regulations;

(3) Cover your mouth and nose when coughing or sneezing in public places, and wear a mask when suffering from infectious respiratory diseases such as influenza;

(four) adhere to a simple and moderate, green and low-carbon lifestyle, rational consumption, resource conservation, classified garbage;

(five) change customs, frugally handle festivals, weddings, funerals, sacrifices and other matters;

(6) Keeping pets shall not pollute the environment or interfere with the lives of others.
