1. Classification of occupational injury accidents Occupational health and safety accidents are divided into two categories, namely, occupational injury accidents and occupational diseases. Occupational injury accident refers to casualties caused by production process and work reasons or other related reasons. According to the cause of the accident, industrial accidents are divided into 20 categories, of which 12 is related to the construction industry. According to the severity of the accident consequences, it can be divided into: (1) minor injuries: slight functional or organic injuries to employees' limbs or some organs, showing slight or temporary loss of working ability. (6) Extraordinary heavy casualties: According to the relevant provisions of the State Council No.34 Interim Provisions on Investigation Procedures of Extraordinary Heavy Accidents, which was issued by the former Ministry of Labor, it is interpreted as: 1) an accident in which a passenger plane crashed and people died (more than 40 people died) if one of the following conditions is met. 2) The plane crash and death accident of special plane and foreign passenger airliner in China. 3) Railway, water transport, mining, water conservancy and electric power accidents cause more than 50 deaths at one time, or direct economic losses of more than 6,543,800,000 yuan at one time. 4) An accident such as a road that causes more than 30 deaths or direct economic losses of more than 5 million yuan (except accidents in the process of aviation and spacecraft research). 5) An acute poisoning accident caused by 100 employees and residents. 6) Other accidents with particularly serious nature and significant impact. 2. Handling of Work-related Accidents Four Principles of Handling Safety Accidents: Seriously investigate and deal with all kinds of accidents, and adhere to the "four don't let go" that the cause of the accident has not been ascertained, the responsible personnel have not been dealt with, the rectification measures have not been implemented, and the relevant personnel have not been educated. Not only should the person directly responsible for the accident be held accountable, but also the leadership responsibility of the responsible person concerned should be held accountable. Safety accident handling procedures: (1) accident report 1) After the casualty accident, the injured or related personnel at the scene of the accident should immediately report directly or step by step to the person in charge of the enterprise. The person in charge of the enterprise shall immediately report to the competent department of the enterprise and the safety administrative department, labor department, public security department, people's procuratorate and trade union where the enterprise is located after receiving the report of serious injury, death or major fatal accident. 2) After receiving the report of death and major fatal accident, the competent department of the enterprise and the labor department shall immediately report it step by step according to the system; Report the fatal accident to the competent department of the enterprise and the labor department of the province, autonomous region or municipality directly under the Central Government; Major fatal accidents shall be reported to the State Council, relevant competent departments and labor departments. 3) The enterprise with death or major fatal accident shall protect the scene of the accident and take necessary measures to quickly rescue personnel and property to prevent the accident from expanding. (2) Safety accident investigation. Units participating in the investigation team: for minor and serious injuries, the person in charge of the enterprise or its designated personnel shall organize an accident investigation team attended by production, technology, safety and other relevant personnel and trade union members to investigate. For fatal accidents, the competent department of the enterprise shall, jointly with the safety administrative department, labor department, public security department and trade union of the city where the enterprise is located, form an accident investigation team to investigate. In case of heavy casualties, the competent departments of enterprises in provinces, autonomous regions and municipalities directly under the Central Government or the relevant departments of the State Council shall, jointly with the safety production management departments, labor departments, public security departments, supervision departments and trade unions at the same level, form an accident investigation team to investigate. The accident investigation team shall invite the people's procuratorate to send personnel to participate. After the accident investigation team finds out the accident situation, if the analysis of the accident and the handling of the person responsible for the accident cannot reach an agreement, the labor department has the right to put forward conclusive opinions; If there are still different opinions, it should be reported to the higher labor department and relevant departments for handling; If no agreement can be reached, it shall be reported to the people's government at the same level for ruling. (3) Handling of safety accidents. The accident handling opinions and preventive measures put forward by the accident investigation team shall be handled by the enterprises where the accident occurred and their competent departments. Casualty accidents should be closed within 90 days, and special circumstances should not exceed 180 days. Regulations on safety accident statistics: 1) The regional assessment system shall be adopted for enterprise employee casualty statistics. The subordinate enterprises at all levels and the competent units of enterprises shall submit the statements according to the time stipulated by the local safety production management department. 2) The administrative department in charge of production safety shall evaluate the casualty accidents of employees of enterprises in various departments at different levels. The figures submitted by the enterprise to the competent department shall be consistent with those submitted to the local administrative department of production safety, and the competent departments at all levels shall truthfully submit them to the administrative department of production safety at the same level. 3) The monthly and annual statistical reports of employee casualty accidents of provincial safety production supervision and management departments and relevant departments of the State Council and enterprise groups under separate state planning shall be reported to the national safety production supervision and management departments on time.
