The municipal health administrative department shall, according to the actual needs of the jurisdiction of the prevention and control of infectious diseases, designate a medical institution with independent pathological autopsy capacity or with a pathology teaching and research department or forensic medicine teaching and research department of the ordinary schools of higher education as the identification agency.

Engaged in Class A infectious diseases and take Class A infectious diseases, prevention and control measures of other infectious diseases or suspected infectious diseases patients autopsy institutions, designated by the provincial health administrative departments. Article IV of the inspection agency shall have the following conditions:

(a) an independent autopsy room and the corresponding auxiliary rooms, human flow, logistics, air flow is reasonable, good lighting, of which the autopsy room area of not less than 15 square meters;

(b) with autopsy table, slicer, dehydrator, suction, microscopes, photographic equipment, measuring equipment, disinfection and isolation equipment, personal protective equipment, pathology tissue sampling bench , pathological tissue extraction bench, the necessary equipment for the storage and transportation of specimens, corpse preservation facilities, as well as sewage and dirt treatment facilities in line with environmental requirements;

(C) at least two physicians with qualifications of associate senior or above professional and technical positions in pathology, of which there is a physician with qualifications of full-senior professional and technical positions in pathology as the main examiner;

(D) With sound rules and regulations and standardized technical procedures, and regular training and assessment of staff;

(e) with an autopsy examination and emergency plans for occupational exposure.

Engaged in Class A infectious diseases and take Class A infectious diseases, prevention and control measures for other infectious diseases or suspected infectious diseases, the autopsy of patients with autopsy institutions should be equipped with external air filtration and disinfection conditions. Article XI of the autopsy work should strictly abide by the relevant technical specifications and routines, and in line with the provisions of the prevention and control of infectious diseases.

The autopsy of the specimen collection, storage, carrying and transportation should be implemented in the "Pathogenic Microorganism Laboratory Biosafety Regulations" and other provisions.

The specimens collected in the process of autopsy and inspection, should be in line with the biosafety requirements of the laboratory for testing. Article XII in the process of autopsy, the resulting medical waste should be in accordance with the "Medical Waste Management Regulations" and other relevant provisions for treatment. Article XIII engaged in autopsy work pathology professional and technical personnel in the whole process of autopsy should be implemented in the standard protective measures, strict compliance with the relevant technical procedures, to take effective measures to prevent cross-infection, environmental pollution caused by the spread of disease. Identification agencies should do a good job of health supervision of the relevant technical personnel. Article XIV inspection agency shall issue a preliminary inspection report as soon as possible, and timely feedback to the appropriate medical institutions, disease prevention and control agencies or health administrative departments.

Medical institutions based on preliminary examination reports, pathology reports and pathogenic test reports, comprehensive clinical performance, as soon as possible to clarify the diagnosis, and report according to regulations. (a) medical institutions without approval, unauthorized autopsy of patients with unknown etiology and infectious disease characteristics of the body for examination;

(b) the examination agency and its staff in the process of autopsy and examination, failed to take effective disinfection, protection, isolation and other measures;

(c) the examination agency and its staff to issue a false examination report;

(d) the examination agency and its staff in the process of autopsy and examination, failed to take effective disinfection, protection, isolation and other measures;

(D) the inspection agency did not fulfill the inspection duties as required;

(E) laws and administrative regulations of other violations.
