(3) have start-up funds appropriate to the content and scale of their services;
(4) have a sound constitution, and the name of the organization should meet the requirements set by the registration authority;
(5) have management and service personnel appropriate to the services they provide, and the medical personnel should meet the qualifications set by the health administration department, and the nursing personnel and staff shall meet the health standards set by the relevant departments.
