Article 6 Main rights of suppliers
1. The right to participate in government procurement bidding, competitive negotiation, competitive consultation, inquiry, single-source procurement and other activities organized by Xinjiang according to law;
2. The right to participate in government procurement activities on an equal footing without illegal and discriminatory restrictions;
3 believe that the procurement documents, procurement process or the result of winning the bid (transaction) damage their rights and interests, and have the right to make inquiries or inquiries to the purchaser or procurement agency according to law;
4. If the purchaser and relevant personnel think that they are interested in other suppliers, they have the right to submit a written application for withdrawal according to law;
5. If they are not satisfied with the complaint handling decision, they have the right to file a complaint according to law and review the judicial process according to law;
6. After winning the bid (clinch a deal), have the right to receive the bid-winning notice (clinch a deal) in accordance with the regulations, sign a purchase contract with the purchaser, and obtain the contract money according to law;
7. Other rights stipulated by laws and regulations.
Article 7 Main obligations of suppliers
1. Seriously abide by the relevant laws, regulations and rules of government procurement;
2. Pay the bid bond in accordance with the requirements of the procurement documents during the bidding process, provide all kinds of bidding materials and supporting documents truthfully, and make no false response;
3. After winning the bid (transaction), sign government procurement with the purchaser according to the contents of the procurement documents.
Purchase contracts and provide goods, projects or services according to the contracts;
4. In the process of questioning and complaining, objectively and truly reflect the situation and put forward specific facts and sufficient evidence;
5. Do not maliciously collude with other suppliers, purchasers and bid evaluation experts to manipulate government procurement activities;
6. If the person in charge of the unit is the same person or different suppliers with direct holding and management relations, they shall not participate in government procurement activities under the same contract;
7. The supplier's staff, as evaluation experts, shall not participate in the evaluation of government procurement projects that the company participates in;
8. If the consortium participates in government procurement activities, the parties to the consortium shall not participate in government procurement activities under the same contract alone or with other suppliers;
9. Other obligations stipulated by laws and regulations.
