I. Purpose of Classification

This classification defines the scope of the health industry as medical and healthcare services, health affairs, health environment management and scientific research and technology services, health personnel education and health knowledge popularization, health promotion services, health protection and financial services, intelligent health technology services, pharmaceutical and other health product distribution services, other health-related services, pharmaceutical manufacturing, medical instruments, equipment and devices manufacturing, health supplies, devices and intelligent equipment manufacturing, and healthcare products, equipment and devices manufacturing. (4) Taking international standards as reference. On the basis of giving full consideration to the characteristics and actual development of China's health industry, this classification has absorbed the classification method of medical and health services in the System of Health Accounts 2011 jointly compiled by the Organization for Economic Cooperation and Development (OECD), Eurostat and the World Health Organization (WHO), and draws on the classification method of the Health Satellite Accounts Handbook of the Pan American Health Organization (PAHO). This classification adopts the line classification method and hierarchical coding method, dividing the health industry into three tiers, which are represented by Arabic numerical codes.
