Select review experts
In principle, the start time shall not be earlier than 2 working days before the start of the review activity. The legal basis is Article 14 of the "Measures for the Management of Review Experts", which stipulates that, except for projects that are procured through competitive negotiation or competitive consultation, and projects that are reviewed in remote locations, in principle, the purchaser or procurement agency shall not start selecting review experts earlier than 2 working days before the start of the review event. Under normal circumstances, government procurement is conducted through public bidding, competitive negotiation, competitive consultation, price inquiry and other methods. At least do some shopping around and the winning supplier will be the one with the best price/performance ratio. However, there are always some special circumstances, such as the technology of the purchased items being monopolized, or some special emergencies, so the purchaser has to choose to purchase goods or services from a single source.
