National plan immunization cold chain system management (for trial implementation)

In order to strengthen the management of the cold chain system, these measures are hereby formulated. Article 2 The cold chain system referred to in these Measures includes equipment for cold storage and cold transportation of vaccines, such as refrigerated trucks, vaccine transportation trucks, low-temperature cold storage, ordinary cold storage, low-temperature water tanks (also known as ice-row freezers), ordinary refrigerators, vaccine cold storage containers, and cold storage packages, as well as their guarantee systems. Chapter II Management Organization and Responsibilities Article 4 The health administrative departments at all levels and health epidemic prevention departments are responsible for the management of the cold chain system. (3) Supervision and inspection of the management of the cold chain system;

(4) Audit of the allocation, adjustment, updating and scrapping of the cold chain equipments;

Article 6 The health epidemic prevention departments at all levels, under the leadership of the health administrative departments at the same level and in accordance with the work arrangement of the higher-level cold chain management institutions, are responsible for:

(2) inspecting and guiding the arrival and acceptance of cold chain equipments within the jurisdiction, installing and debugging as well as the management and use of cold chain equipments;

(3) grasping the operation situation of various cold chain equipments within the jurisdiction in a timely manner. (d) regularly provide technical and business training to the cold chain management personnel and maintenance personnel under the jurisdiction;

(f) regularly report to the superior management organizations and health administrative departments at the same level to submit work reports. Chapter III Management of Cold Chain Equipment Article 7 Each region, according to the needs of the work, planned cold chain equipment, renewal and maintenance, continuous improvement and improvement of the cold chain system, to ensure the normal operation of the cold chain. Article 8 At this stage, the basic mode of cold chain equipment at all levels are as follows:

(1) provincial level: refrigerated trucks, vaccine transportation, epidemic monitoring and cold chain equipment maintenance vehicles, low-temperature cold storage, ordinary cold storage;

(2) local (municipal) level: refrigerated trucks, vaccine transportation trucks, low-temperature cold storage or / and low-temperature refrigerator (also known as the ice rows of freezers), ordinary cold storage and general refrigerator;

(3) county level: vaccine transportation trucks or / and low-temperature refrigerator (also known as ice rows of frozen), ordinary cold storage and general refrigerator;

(3) ) county level: vaccine transportation vehicles or/and refrigerated vehicles, low-temperature cold storage or/and low-temperature refrigerators, ordinary cold storage or/and ordinary refrigerators, and vaccine refrigerators;

Installation, commissioning, use and maintenance of cold chain equipment should strictly follow the requirements of the Technical Management Regulations for Immunization Program issued by the Ministry of Health. (3) the vaccine refrigerator, refrigerated packages of the scrapping:
