Chapter 1 General Provisions Article 1 In order to strengthen the water-saving management of urban water supply in this city, safeguard the legitimate rights and interests of water supply enterprises and users, promote the development of water supply and water-saving undertakings, and ensure water for living, production and other uses, These regulations are formulated in accordance with the "Water Law of the People's Republic of China" and the "Urban Water Supply Regulations" of the State Council and combined with the actual situation of this city. Article 2 These regulations shall apply to those engaged in urban water supply, use of urban water supply, and water-saving activities. Article 3 The urban water supply mentioned in these regulations refers to urban public water supply (including recycled water supply) and secondary water supply.
Urban public water supply refers to the act of urban public water supply enterprises providing water for living, production and other purposes to units and residents through the public water supply pipe network and its ancillary facilities. .
Secondary water supply refers to the method of separately pressurizing and storing water from urban public water supply pipe networks, and then providing water to water stations or users.
Urban water conservation as mentioned in these Regulations refers to strengthening water conservation management through administrative, technical, economic and other measures within urban water supply areas. Article 4 The urban water supply and water conservation departments of the municipal and county (city) people's governments are responsible for the management of urban water supply and water conservation within their respective administrative regions. The urban water management agency affiliated to the municipal department in charge of urban water supply and water conservation is specifically responsible for the daily supervision and management of urban water supply and water conservation.
Relevant departments such as the Health and Family Planning Commission, Environmental Protection, and Market Supervision and Management shall do a good job in urban water supply and water conservation management in accordance with their respective responsibilities. Article 5 The municipal, county (city) people's governments shall incorporate the development of urban water supply and water conservation into the national economic and social development plans. Article 6: Urban water supply adheres to the principle of combining the development of water sources with water conservation, and attaching equal importance to ensuring water quantity and ensuring water quality. Priority is given to ensuring the domestic water use of urban residents, and overall consideration is given to production water and other water use. Article 7: Encourage and support scientific research and technological development of urban water supply and water conservation, introduce and promote advanced technology and equipment, and promote the construction of urban water supply and water conservation. Chapter 2 Construction and Management of Water Supply Facilities Article 8 The urban water supply facilities mentioned in these Regulations include urban water supply reservoirs, water plants, water source wells, water transmission and distribution pipe networks, clean water pools, secondary water supply facilities, water pools, water meter wells, valve wells, Registered water meters, fire hydrant wells, dedicated distribution lines for water supply, etc. Article 9 The municipal, county (city) urban water supply and water conservation authorities shall, in accordance with the city's overall plan, work with the planning authorities at the same level to prepare special plans for water supply projects, and submit them to the people's government at the same level for review and approval before implementation. Article 10 The survey, design, construction and supervision of urban water supply projects shall comply with relevant national technical standards and specifications. It is prohibited to undertake the survey, design, construction and supervision tasks of urban water supply projects without a license or exceeding the business scope specified in the qualification certificate. Article 11 The quality of materials and equipment used in urban water supply projects shall comply with national standards. It is prohibited to use counterfeit and shoddy products and products that have been eliminated by the state. Article 12 After the completion of new, reconstructed or expanded large and medium-sized urban water supply projects, the construction unit shall conduct acceptance inspection together with urban water supply enterprises and other relevant departments. After passing the inspection, it shall be filed with the municipal, county (city) urban water supply and water conservation authorities.
Urban water supply projects that have not been inspected or failed to pass the inspection shall not be put into use. Article 13 Urban water supply enterprises and users shall be responsible for the maintenance and repair of water supply facilities in accordance with the following provisions:
(1) The urban water supply enterprise shall be responsible for the maintenance and repair of unit users before and after the registration of water meters. The unit user is responsible for repair and maintenance of some parts;
(2) If the residential building unit is the registered water meter in the residential area, the meter well, registered water meter and the previous part of the registered water meter shall be repaired and maintained by the urban water supply enterprise. After the registered water meter The unit user is responsible for maintenance and repair of some parts;
(3) If a registered water meter is set up for each household, the registered water meter and the previous part of the registered water meter shall be repaired and maintained by the urban water supply enterprise, and the user shall be responsible for the subsequent part of the registered water meter. Responsible for repair and maintenance. Article 14: Taking over water from urban water supply pipelines, modifying or reinstalling water supply facilities must obtain the consent of the urban water supply enterprise.
For newly built, renovated, or expanded urban water supply pipelines, before they are put into use or connected to the urban water supply network system, the construction unit or urban water supply enterprise shall flush and disinfect them, and pass a qualified water quality test. It can only be put into use after the institution has passed the inspection. Article 15 Units and individuals that use urban public water supply shall build their own secondary water supply facilities if their water pressure requirements exceed the water pressure standards of urban public water supply pipe networks.
The management measures for secondary water supply facilities shall be formulated by the Municipal People's Government. Article 16 Without approval, the water supply pipe network system of self-built facilities may not be connected to the urban public water supply pipe network system. Units that produce or use toxic and hazardous substances are prohibited from directly connecting their production water pipe network systems with urban public water supply pipe network systems. Article 17 Urban water supply enterprises shall take the following safety and protective measures when constructing, repairing, and overhauling water supply facilities:
(1) Various manhole covers for fire protection and water supply located within the scope of urban roads , pile bolts, etc. should comply with maintenance specifications;
(2) Obvious warning signs should be set up at the maintenance and repair construction site of urban water supply facilities, and safety protection measures should be taken.
If an accident occurs in the water supply pipeline and its ancillary facilities, emergency repairs should be organized in a timely manner, water supply should be restored, and reports should be reported to the city, county (city) urban water supply and water conservation authorities.
During construction and maintenance, if the water supply needs to be stopped or the water supply pressure needs to be reduced for more than 24 hours, it must be approved by the city or county (city) urban water supply and water conservation department, and the water supply should be stopped 24 hours in advance. Notify users of water start and end times.
No unit or individual may hinder or interfere with the construction, repair and maintenance of water supply facilities by urban water supply enterprises. When urban water supply company staff enter residents' homes for maintenance, they must show their work ID.
