In the case of hazardous waste imports that are detected, while those responsible on the Chinese side are severely punished, the countries concerned should be actively urged to comply with the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, and their operators should be ordered to return the goods to the country and compensate for the losses.
