Chapter 1 General Provisions Article 1 In order to strengthen the protection of the clearance environment of Wuxi Shuofang Airport and ensure the safety of the operation of civil aircraft at the airport, in accordance with the "People's Republic of China and Civil Aviation Law", "China The Regulations of the People's Republic of China on General Aviation Flight Control and relevant laws and regulations are formulated in conjunction with the actual situation of this city. Article 2 These Measures apply to the clearance protection area of ??Wuxi Shuofang Airport (hereinafter referred to as the airport) as well as airport planning control, electromagnetic environment protection, unmanned free balloons, tethered balloons, noise impact and other management activities related to the clearance protection area. Article 3 The airport clearance protection area referred to in these Measures refers to the space range delineated in accordance with the airport clearance obstacle restriction surface requirements stipulated in civil aviation technical standards and used to ensure the safety of civil aircraft taking off and landing at the airport.
The term "unmanned free balloon" as used in these Measures refers to an inflatable object that is unpowered, unmanned, lighter than air, and has a total mass greater than 4 kilograms and can drift freely.
Tethered balloons as mentioned in these Measures refer to inflatable objects that are tethered to ground objects, have a diameter greater than 1.8 meters or a volume capacity greater than 3.2 cubic meters, and are lighter than air. Article 4 The Wuxi Port Management Office (hereinafter referred to as the Municipal Port Office) is responsible for the management and supervision of airport clearance and environmental protection, and organizes the implementation of these Measures.
Municipal planning, meteorology, radio management, environmental protection, urban management, development and reform, construction, public security, work safety supervision and other departments shall coordinate the implementation of these Measures in accordance with their respective responsibilities.
The Airport Co., Ltd. is responsible for the construction, operation and related management of the airport station area and its supporting facilities, and performs daily management of airport clearance and environmental protection in accordance with relevant regulations and requirements. Article 5 The Municipal Port Office shall, in accordance with relevant national regulations, work with relevant departments to delineate the scope of the airport clearance protection area, clarify the height control standards for obstacles within the airport clearance protection area, and report to the municipal government for approval before implementation. Article 6: No unit or individual may damage the clear environment of the airport; they have the right to stop and report any behavior that damages the clear environment of the airport. Chapter 2 Planning and Construction Management Article 7 The Municipal Port Office is responsible for organizing relevant units to prepare and revise the detailed control plan for the airport clearance protection area, which shall be reviewed by the planning authority and reported to the municipal government for approval before organization and implementation.
The detailed control planning of the airport clearance protection area shall comply with the national technical specifications on airport clearance protection and flight safety. Article 8 When reviewing and approving new construction, reconstruction, and expansion projects within the airport clearance protection area, the planning department shall seek the opinions of the Municipal Port Office, the airport flight control department, and the troops stationed on the ground that may affect the airport clearance protection. Article 9: Outside the airport clearance protection area, for tall buildings or facilities that may affect flight safety, aviation obstruction lights and signs should be set up in accordance with relevant national regulations and kept in a normal state. Article 10 When building or expanding an airport, the municipal government must issue an announcement. The announcement shall be published in the city's major newspapers and posted in the area surrounding the airport.
After the announcement is issued, any unit or individual who builds, plants or sets up buildings (structures), trees, lights and other obstacles that affect flight safety within the airport clearance protection area must be removed unconditionally.
Before the announcement is issued, the existing buildings (structures), trees, lights and other obstacles that may affect flight safety in the airport clearance protection area should be removed within the specified period. The losses caused shall be compensated by the airport construction unit or other remedial measures shall be taken in accordance with the law; if it is indeed impossible to remove and will not affect flight safety after taking effective measures, it may be retained with the approval of the Municipal Port Office in conjunction with relevant units. Article 11: Upon approval to construct noise-sensitive buildings or other facilities within the scope of airport noise impact, the construction unit shall take measures to reduce or avoid the noise impact.
Chapter 3 Electromagnetic Environment Management Article 12 When reviewing applications for radio station establishment, the radio regulatory authorities shall strictly comply with the "Electromagnetic Environment Requirements for Aeronautical Radio Navigation Stations" (GB6364-1986) and the "Electromagnetic Environment Requirements for VHF/UHF Aeronautical Radio Communication Stations" Environmental Requirements" (GJBZ20093-92) standard review. When the country promulgates new standards, the review shall be based on the new standards. Article 13 Radio wave radiation generated by industrial, scientific, medical equipment, electrified transportation systems, high-voltage power lines and other non-radio equipment and electrical devices must comply with national regulations and must not cause harmful interference to the airport's aviation radio dedicated frequencies. Article 14 The radio administration department shall monitor the electromagnetic environment of the airport. Relevant departments and units should report interference to the airport's aviation dedicated radio frequency in a timely manner and cooperate with the radio authority to take prompt measures to identify the source of interference. The relevant equipment causing the interference shall not be used until the interference is eliminated. Chapter 4 Management of the Launch and Release of Unmanned Free Balloons and Tethered Balloons Article 15 It is prohibited to launch and launch unmanned free balloons or tethered balloons within the airport clearance protection area. Except where otherwise provided by the state. Article 16 Any unit or individual that needs to launch or launch unmanned free balloons or tethered balloons outside the airport clearance protection area shall submit a written application to the meteorological department in advance. The competent meteorological department shall, in conjunction with relevant departments, provide a written reply regarding the location, time, height, type, and quantity of the lift within 3 days from the date of receipt of the application.
If an unmanned free balloon is launched with the approval of the competent meteorological department, the applicant shall submit a launch application to the airport flight control department with the approval opinion of the competent meteorological department 2 days before the proposed launch. ; The airport flight control department shall make a decision on approval or disapproval one day before the proposed lift, and notify the applicant.
