According to the "Guiding Opinions of the Central Office of the Central Committee of the State Council on the Implementation of the System of Power Lists for Working Departments at All Levels of the Local Government" (Zhongbao Fa [2015] No. 21). administrative service programs are no longer included in the power list management. After cleaning up the administrative service projects implemented by the provincial organs, some of the cleaning results involve the adjustment of administrative licensing projects. After review, the provincial people's government decided that 18 administrative service projects were directly converted into administrative licensing projects (of which 5 administrative service projects were decentralized immediately after being converted into administrative licensing projects), 14 administrative service projects were merged and converted into 5 administrative licensing projects, and 12 administrative service projects were merged into the administrative licensing projects originally implemented.
