In order to further strengthen the management of China's blood purification technology, standardize the clinical application of blood purification technology, and strengthen the blood purification of medical quality management and control, the Ministry of Health has decided to carry out the registration of blood purification case information throughout the country. The relevant work is notified as follows:
First, the medical institutions to carry out the registration of blood purification cases are those medical institutions which are authorized to set up departments related to blood purification technology by the health administrative department in accordance with the "Regulations on the Administration of Medical Institutions", "Measures for the Administration of Clinical Application of Medical Technology" and the relevant provisions of the Ministry of Health. The information registration of blood purification cases includes hemodialysis treatment, peritoneal dialysis treatment and continuous renal replacement therapy. At present, hemodialysis treatment case information registration is carried out first, and peritoneal dialysis treatment and continuous renal replacement therapy case information reporting is arranged separately.
Second, since May 1, 2010, each medical institution shall, within 3 days after completing each case of hemodialysis treatment, log in to the "National Hemodialysis Case Information Registration System" (www.cnrds.net) with the user name and password uniformly assigned by the Ministry of Health and Welfare of the People's Republic of China to carry out the case information reporting. The information of hemodialysis cases carried out by medical institutions from January 1 to April 30, 2010 should be reported before October 1, 2010 to complete.
Third, the Department of Medical Affairs of the Ministry of Health is responsible for the registration of national blood purification case information, and designates the relevant unit as the Nephrology Specialized Medical Quality Control Center of the Ministry of Health, which is specifically responsible for the statistics, analysis, and maintenance of case information on blood purification technology. The Ministry of Health regularly releases information on medical quality management and control of blood purification technology to the whole country, and guides the nation to carry out clinical application of blood purification technology and medical quality management and control work.
Fourth, provincial health administrative departments can use the uniformly assigned user name and password to log into the system to understand the information of hemodialysis treatment cases in their own jurisdictions and carry out the medical quality management and control of hemodialysis treatment. The provincial health administrative departments shall set up corresponding provincial medical quality control centers to carry out relevant work in accordance with the Measures for the Administration of Medical Quality Control Centers.
Fifth, the provincial health administrative departments should strengthen the supervision and management of the reporting of information on hemodialysis treatment cases in medical institutions to ensure information security, timely and accurate reporting. The medical quality control centers should strengthen the technical guidance to the medical institutions, and take the safety, timeliness and accuracy of information reporting as an important indicator of medical quality control of hemodialysis treatment in medical institutions. Each medical institution should establish a working system for reporting information on hemodialysis treatment cases, designate specialists to be responsible for information entry and reporting, and provide the necessary conditions for information reporting.
Sixth, the Ministry will soon organize the provincial health administrative departments and provincial quality control centers responsible for centralized training, training notice issued separately. Please fill out the provincial health administrative departments "provincial nephrology professional medical quality control center registration form" (see annex), in March 19, 2010 before the Ministry of Medical Affairs.
