1. Basic principles and main objectives
(1) Basic principles. Adhere to the "four combinations", namely: the combination of market operation and government guidance, the combination of government support and standardized management, the combination of meeting life needs and promoting economic structural adjustment, the combination of promoting employment and safeguarding rights and interests, and actively implementing support for the household service industry We should develop industrial policies to attract more workers, especially rural surplus labor, to move to employment, provide families with diversified and high-quality services, and vigorously promote the marketization, specialization, and industrialization of the household service industry.
(2) Main goals. By the end of 2015, the city's household service industry had formed a relatively complete "four major systems", namely: household service system, policy support system, industry supervision system, and industry norms and standardization system. Actively support our city's household service enterprises (including private non-enterprise units, the same below) with certain scale and social influence to become bigger and stronger, continuously improve the scale, grade and competitiveness of the enterprises, and strive to create well-known brands. Strive to cultivate 1 well-known trademark in China, 3 famous trademarks in Jiangsu Province, and 10 well-known trademarks in Xuzhou City by 2020 in the city's household service industry; cultivate 5 enterprises with an annual turnover exceeding 50 million yuan, and 10 enterprises with an annual turnover exceeding 20 million yuan. Enterprises, 30 enterprises with over 5 million yuan; the number of employees has increased significantly, and the vocational skill level and certificate employment rate have further improved; the family service system covers all counties (cities) and districts and 80 towns in the city.
2. Make overall plans for the development of the household service industry
(3) Formulate and implement development plans. According to the medium and long-term development plan of Jiangsu Province's household service industry, the city's plan is formulated based on actual conditions, and development goals and safeguard measures are clearly defined.
(4) Clarify the key development formats. Study and formulate a guidance catalog for the development of the family service industry, focusing on the development of domestic services, elderly care services and patient care services that meet the basic needs of families, actively developing community day care centers and professional elderly care service institutions, and supporting social forces to participate in public elderly care services Operation of the facility. Encourage the development of home services for disabled people, develop household product distribution, meal assistance, bathing assistance, emergency assistance, family education, home services and other businesses according to local conditions, optimize the structure of urban and rural regional service industries, and meet the different consumption needs of urban and rural areas, regions, and families.
(5) Cultivate the household service industry market. With the non-public economy as the mainstay, various capital investments are encouraged to establish household service enterprises. Support organizations such as trade unions, Communist Youth Leagues, Aging Committees, Women's Federations and Disabled Persons' Federations to develop various forms of family service agencies. Public family service products provided by the government to people in need are purchased from the public in accordance with market mechanisms. The home service market is open to foreign companies. Support qualified household service enterprises to "go global" and expand their development space.
(6) Build a public welfare information service platform. Incorporate the construction of public welfare information service platforms into the city's "Smart Xuzhou" project, improve functions such as "supply and demand docking, information consultation, and service supervision" to continuously expand information coverage and service scope. Establish a database of employees in the household service industry and vigorously promote the province's unified "96515" household service platform.
(7) Strengthen the construction of industry associations.
The nurturing services provided by nursing homes and home-based elderly care service agencies are exempt from business tax, urban maintenance and construction tax and education surcharge. On the basis of provincial financial subsidies, the municipal government continues to increase financial support for the construction and operation of elderly care institutions.
For care services for the disabled, in accordance with the "Jiangsu Province Provincial Subsidy Fund Management (Interim) Measures for Care Services for Disabled Persons" and other policies, we will actively strive for relevant subsidies from the provincial government.
Implement preferential tax policies to support the development of small and medium-sized enterprises. If small and medium-sized household service enterprises find it difficult to pay urban land use tax, they may apply for exemption or reduction to the competent authorities in accordance with regulations. If small and medium-sized household service enterprises are unable to pay taxes on time due to special difficulties, they may apply to defer payment within 3 months in accordance with the law.
For qualified personnel engaged in individual household service industry, the actual business tax, urban maintenance and construction tax, education surcharge, local tax payable in that year shall be deducted according to the annual limit of 8,000 yuan per household within three years. For education surcharge and personal income tax, the limit can be increased by up to 20.
For newly added jobs in family service agencies, if qualified personnel are newly recruited in that year, labor contracts of more than one year are signed with them and social insurance premiums are paid, each person will be given compensation within 3 years according to the actual number of people recruited. The annual quota of 4,000 yuan is deducted in sequence from business tax, urban maintenance and construction tax, education surcharge, local education surcharge and corporate income tax discounts, and the quota standard can be raised by up to 30. For employee-based household service enterprises that sign labor contracts with employees in accordance with the law, pay social insurance in full in accordance with regulations, and pay wages to employees through banks and other financial institutions, the income from the household service industry can be reported to the tax department after being determined by the human resources and social security department. The agency handles business tax exemption procedures.
Implement preferential tax policies to promote the employment of disabled people, and encourage and support disabled people with labor ability to engage in the domestic service industry.
Registered unemployed persons, migrant workers, disabled persons, retired soldiers and ordinary college graduates who engage in self-employment of household services will be exempted from management and management fees within 3 years from the date of their registration with the industrial and commercial administration department. (11) Implement other policies and measures that are beneficial to the development of the household service industry. When formulating the overall land use plan and urban overall plan, the development needs of the household service industry must be fully considered. When formulating urban master plans and regulatory detailed plans, localities must set up elderly care service facilities in zoning and hierarchical plans in accordance with the standard of no less than 0.2 square meters of land per capita. Planning areas must be reserved for new residential areas in cities, and priority should be given to the development needs of home service industry sites. Improve the price policy so that the electricity, water, gas and heat consumption of residential care service institutions and disabled people's care service institutions are at the same price as those of residential households. Other home service institutions will gradually realize that the price of electricity, water, gas and heat is no higher than that of industrial electricity, water, gas and household services. Use heat prices to reduce operating costs for home service agencies.
4. Standardize the market order of the household service industry
(12) Promote the standardization of the household service industry. Establish and improve the standard system for the household service industry and expand the coverage of service standards. A subsidy of 500,000 yuan will be provided to household service agencies that become the National Technical Committee on Standardization; and a subsidy of 300,000 yuan will be provided to those that become a sub-technical committee of the National Technical Committee on Standardization. Those who propose an International Organization for Standardization standard development project and serve as the main drafting unit of the standard will receive a subsidy of 500,000 yuan; those who propose a national standard development project and serve as the main drafting unit of the standard will receive a subsidy of 300,000 yuan; those who propose an industry standard development project and serve as the main drafting unit of the standard will receive a subsidy of 300,000 yuan. Those who serve as the main drafting unit of standards will receive a subsidy of 200,000 yuan; those who propose provincial-level local standards or technical specification development projects and serve as the main drafting unit will receive a subsidy of 50,000 yuan. For international standards, national standards, and local standard research projects, municipal science and technology plans give priority to project establishment and recommendation reporting. Those who have achieved significant results in standardization research projects can participate in the review of the Municipal Science and Technology Progress Award, and will be given priority in the review of the Science and Technology Progress Award at or above the municipal level.
(13) Strengthen market supervision. Regulate the business practices of home service agencies in accordance with the law, strengthen daily market supervision, seriously investigate and deal with illegal business activities, resolutely ban illegal business activities, effectively protect the legitimate rights and interests of employees and home consumers, and promote the legalization and standardized development of the home service industry.
Formulate qualification standards for family service agencies. Those who establish family service agencies or other organizations intending to engage in family service industry operations must register with the Municipal Joint Conference Office for the Development of Family Service Industry.
(14) Promote the construction of integrity. Vigorously carry out professional ethics education for family service practitioners, integrity management education for family service agencies, and family trustworthiness education, establish and improve the evaluation index system for the family service industry such as "service agencies, service personnel, and service quality evaluation", and improve trustworthy praise and breach of trust punishment mechanisms. Incorporate the integrity of all parties involved in household service supply and demand into the social credit system.
5. Strengthen employment services and vocational skills training
(15) Strengthen employment services. Public employment service agencies, especially township (street), village committee (community) employment service platforms and migrant workers comprehensive service centers, provide free policy consultation, employment information, career guidance and career introduction to family service practitioners in accordance with regulations. Service, which provides referral services to home service agency recruiters and families hiring home service workers. Integrate and enhance existing labor base resources, cultivate and support domestic service labor brands with local characteristics, strengthen the connection between exporting places and importing places, and promote organized labor export. Registered unemployed persons who are introduced free of charge by employment agencies and sign labor contracts of more than 6 months with family service agencies can apply for a job introduction subsidy of 40 yuan per person in accordance with relevant regulations; sign labor contracts of more than one year, and handle employment registration and participation If you are covered by social insurance, you can apply for a job placement subsidy of 50 yuan per person. For public employment service agencies that have not been included in the scope of financial subsidies for free and introduce people with employment difficulties to engage in the domestic service industry for free, an additional 30 yuan per person will be added to the above-mentioned subsidy standards.
(16) Strengthen vocational skills training. Make domestic service workers the focus of vocational skills training, and implement various policies such as training plans and training subsidies for migrant workers. Continuously improve the level of specialization, standardization and normalization of vocational skills training. Qualified registered unemployed persons and rural workers who participate in vocational skills training in the domestic service industry and obtain a "Vocational Qualification Certificate" or "Special Ability Certificate" after assessment can apply for 600 to 1,600 yuan in accordance with relevant regulations and training types. (17) Strengthen professional skills appraisal. Family service agencies should adhere to the system of training before employment, improve the linking mechanism between skill level and salary, and guide employees to actively participate in training and appraisal assessments. Qualified registered unemployed persons who pass the initial vocational skills appraisal can apply for an initial vocational skill appraisal subsidy ranging from 100 yuan to 250 yuan according to their level.
(18) Strengthen business management and professional talent training. Incorporate household service industry management and professional training into mid- and long-term planning for professional and technical talents. Actively guide colleges and universities and technical colleges to strengthen the construction of disciplines, majors and talent training bases that are compatible with the development of the home service industry, and encourage colleges and home service agencies to jointly cultivate management talents and intermediate and senior professional talents engaged in home services. Increase the training of professional managers in the home service industry and improve the quality of business managers. Encourage and support relevant service training institutions at home and abroad to establish household service industry training institutions in the form of sole proprietorship or cooperation with universities and enterprises. The training of technicians and senior technicians in the household service industry will be included in the scope of government subsidies for purchasing high-skilled talent training results that year.
6. Safeguard the legitimate rights and interests of practitioners
(19) Standardize the relationship between family service agencies, families being served and practitioners. Research and formulate labor employment policies, labor standards, and labor contract model texts that adapt to the characteristics of the domestic service industry. Encourage family service agencies, family service personnel, and families being served to sign relevant contracts in accordance with the law, clarify their respective rights and obligations, respect the labor of family service personnel, and promote decent work for family service personnel.
(20) Protect the rights and interests of employees. Regularly publish wage guidance prices for the domestic service industry to promote the gradual increase in the wage level of domestic service employees. The wages paid by domestic service agencies to employee employees shall not be lower than the local minimum wage standard, and the wages paid to non-employee employees shall not be lower than the local minimum hourly wage standard.
If a family service agency charges management fees from employees under the employee system, it shall not be higher than 10% of the employees' labor remuneration. Employees under the employee system can implement irregular working hours, and family service agencies and the families being served should protect their right to rest.
(21) Employees shall participate in social insurance in accordance with the law. Family service agencies and their employees shall participate in social insurance and pay social insurance premiums in accordance with regulations. Non-employee employees can participate in the basic pension insurance for enterprise employees, social pension insurance for urban and rural residents, basic medical insurance for urban employees, basic medical insurance for urban residents, or new rural cooperative medical insurance in accordance with relevant policies. Family service agencies must pay work-related injury insurance premiums for their non-employee employees, and specific insurance participation methods will be formulated separately by the Municipal Human Resources and Social Security Bureau. For other social insurance insurance types, flexible and convenient insurance payment methods should be implemented based on the characteristics of employees in the household service industry, and transfer and continuation work should be done well. Promote professional liability insurance, personal accident insurance and other insurances for home service agencies to prevent and resolve risks. Support commercial insurance institutions in developing home service insurance products.
(22) Establish a mechanism to protect the rights and interests of employees. In accordance with the requirements of "encouraging reconciliation, strengthening mediation, accelerating arbitration, and linking litigation", labor disputes between family service agencies and employees should be handled promptly and appropriately. Strengthen supervision and law enforcement, and investigate and deal with violations of labor and social security laws and regulations by domestic service agencies in accordance with the law. Establish unions in domestic service businesses in accordance with the law. Trade unions at all levels, the National Youth League, Women's Federation and Disabled Persons' Federation should give full play to their respective advantages and cooperate with relevant departments to protect the rights and interests of employees in the household service industry through "policy consultation, legal assistance, rights protection hotlines" and other methods.
7. Strengthen work leadership
(23) Establish a coordination mechanism. Establish a joint meeting system for the development of the household service industry, led by the Municipal Human Resources and Social Security Bureau and attended by development and reform, economic and information, finance, commerce, civil affairs and other departments and units, to study and solve major problems in the development of the household service industry, and promote the formulation, Improve and implement relevant regulations and policies. (24) Strengthen basic work. Actively formulate (revise) laws, regulations, policies and measures for the household service industry, study and establish a statistical survey system for the household service industry, standardize statistical standards, and improve statistical survey methods and indicator systems. Vigorously publicize the guidelines and policies for the development of the home service industry, timely summarize and promote the advanced experience of various localities and departments, and commend advanced collectives and individuals who have made outstanding achievements; organize and carry out home service vocational skills competitions, and strive to improve the social status of employees in the home service industry , to create a good social atmosphere for the development of the household service industry.
The work of developing the household service industry involves a wide range of areas and has strong policy implications. All localities and relevant departments must take the initiative to study new situations, analyze new problems, summarize new experiences, constantly explore the development laws of the household service industry, and strive to promote our The city's household service industry has accelerated its development.
