What is the maximum purchase price? How should I set it?
Hello, my understanding of this problem is that the purchaser can reasonably set the highest price in the procurement budget according to the price calculation, not the lowest price. Generally speaking, goods need to be a collection (group) composed of many different goods and software, and the sub-items are inseparable and need seamless connection and compatibility. In this case, after market research and price calculation, we can find out the highest price of each item in detail and accurately, and the sum of the highest prices of each item is the highest price of the total price, and clearly indicate the highest price of each item in the "Quotation Table for Bidding Projects". If the bidder's single quotation exceeds the maximum price limit of each project, it can be rejected. If it is not clearly stated in the tender documents ("Tender Itemized Quotation Table") that the single quotation of the bidder exceeds the single maximum price, it shall be deemed invalid, but only the total quotation exceeds the maximum price. Even in this case, it cannot be considered invalid. Note: The "tender itemized quotation sheet" of the goods includes: name, brand, model, major equipment costs, spare parts costs, transportation and packaging handling costs. In the public bidding of government procurement, the following conditions must be met before it can be implemented: in the public bidding of government procurement goods, the single piece (Taiwan) should be used as the bid section, but in practical work, it is necessary to recruit the combination (integration) of several single pieces (Taiwan) at a time. In this case, the following conditions must be met when setting the sub-item maximum price and total price at the same time: (1) Due to practical work needs and technical reasons. (two) after market research and price calculation, the purchaser can find out the maximum price of each item in detail and accurately; (3) In the Tender Itemized Quotation Table, each item is clearly marked as the itemized maximum price, and the sum of the itemized maximum prices is the total price maximum price; (IV) Clear legal basis of relevant clauses in the bidding documents Measures for the Administration of Bidding for Government Procurement of Goods and Services (Order No.87 of the Ministry of Finance) Article 10 A purchaser shall conduct market research on the market technology or service level, supply situation and price of the procurement object, and scientifically and reasonably determine the procurement demand and calculate the price according to the investigation situation and asset allocation standards. Article 12 According to the price calculation, the purchaser may reasonably set the maximum price within the procurement budget, but may not set the minimum price.
