The Outline of the National Healthcare Service System Plan (2015-2020) (public consultation draft) proposes that, in principle, there should be one county-run general hospital and one county-run traditional Chinese medicine hospital at the county level based on the number of permanent residents, and counties with more than 500,000 people can appropriately increase the number of public hospitals. At the municipal level in the region based on the number of resident population, every 1 million to 2 million people to set up 1 to 2 municipal general hospitals.
The National Health and Family Planning Commission announced on the 29th "National Health Service System Planning Program (2015-2020)" (public consultation). The planning outline intends to adjust the layout of healthcare resources, improve service capacity and resource utilization efficiency, and achieve the goal of 6 beds for 1,000 people in 2020.
The planning outline points out that China has established a health service system covering both urban and rural areas, consisting of hospitals, public **** health organizations, and grassroots medical and health institutions. However, the current total amount of health care resources is insufficient, the quality needs to be improved; the layout of health resources is structurally unreasonable, affecting the fairness and efficiency of health service provision; the health care service system has not established a reasonable division of labor and coordination mechanism, the problem of fragmentation is more prominent; the scale of public hospitals is too rapidly expanding, and some hospitals are too large in size; the *** macro-management of the allocation of health resources is not strong.
In response to the above problems, the planning outline puts forward the principles of setting up public hospitals, primary health care institutions and specialized public **** health institutions. In the prefectural and municipal regions should be based on the need to plan and set up children, mental, maternity, oncology, infectious diseases and other specialized hospitals run by the prefectural and municipal. At the provincial level, 1-2 province-run general hospitals are planned and set up per 10 million people in the provincial area, while province-run specialized hospitals for children, maternity, oncology, psychiatry, infectious diseases, occupational diseases, as well as stomatology and rehabilitation can be planned and set up according to the needs. In accordance with the principle of integrated planning, upgrading capacity, and radiation-driven, a number of departmental hospitals will be set up in the national planning layout.
The planning outline, based on the trend of changes in the number of beds in national medical and health institutions from 1980 to 2012, combined with data on bed utilization, hospitalization rate and average hospitalization days, and taking into account factors such as aging, urbanization, etc., suggests that by 2020, the number of beds in China for 1,000 people will increase from the current 4.55 to 6, and the number of practicing (assistant) physicians per 1,000 population will reach 2.5, and the number of registered nurses will reach 3.14, and the number of registered nurses will reach 3.14. The number of nurses reached 3.14, and the ratio of medical care reached 1:1.25, basically meeting the people's "medical care" and the requirements of building a moderately affluent society in all aspects.
The program requires the control of the size of public hospitals, county-run general hospital beds generally about 500 appropriate, in principle, no more than 1,000; city-run general hospital beds generally about 800 appropriate, in principle, no more than 1,200; province-run and above general hospital beds generally about 1,000 appropriate, in principle, no more than 1,500. The number of beds in provincial and above general hospitals is generally about 1000, and in principle not more than 1500.
The outline of the plan also makes it clear that the public health care system is the main body of China's health care system, the public health care system should be in accordance with the public health care system to assume 70% of the amount of services to determine the proportion of resources between the public health care system and non-public hospitals. Public hospital beds standard is determined as 3.3 beds per 1,000 population, and in accordance with not less than 1.5 beds per 1,000 population for social hospitals to reserve planning space, synchronized with the set of diagnostic and treatment subjects and large medical equipment configuration space.
