The Ministry of Health is in charge of the national supervision and management of radiation hygiene.
The health administrative departments of local people's governments at or above the county level are responsible for the supervision and management of radiation hygiene within their jurisdiction. The health administrative department of the provincial people's government is responsible for the health licensing of radiation work and formulates the management method of issuing health licenses according to these measures.
The health administrative department of the provincial people's government shall strictly implement the licensing procedures and requirements, establish and improve the license file. Health license by the Ministry of Health unified regulations. Construction units in the construction project radiation protection facilities design, shall apply to the local health administrative department of the provincial people's government for health review, submit the following information; after review and approval, in line with national health standards and health requirements before construction:
(a) the construction project radiation protection facilities, health review application;
(b) the construction of the project's radiation protection evaluation report;
(C) the provincial people's government health administrative department deems it necessary to provide other relevant information.
Medium (high) energy gas pedal, imported radiation therapy devices, gamma irradiation processing equipment and other large-scale radiation device construction projects, should be submitted by the national testing organization issued by the radiation protection evaluation report review. Construction units in the construction project before acceptance, should be carried out to evaluate the effectiveness of radiation protection facilities protection, and to the local provincial people's government health administrative department to apply for acceptance, submit the following information; after acceptance, before being put into operation or use:
(a) the completion of the construction project, health acceptance application;
(b) the construction of the radiation protection facilities designed for health Review information;
(C) construction project radiation protection facilities protection effect evaluation;
(D) the provincial people's government health administrative department that it is necessary to provide other relevant information.
Medium (high) energy gas pedal, imported radiation therapy devices, gamma irradiation processing equipment and other large-scale radiation device construction projects, should be submitted by the national testing agency to evaluate the effectiveness of radiation protection evaluation review. Apply for a health license, shall have the following conditions:
(a) the construction project of radiation protection facilities, the provincial people's government health administrative department of the design review and acceptance of the completion of the approval;
(b) radioisotopes purchasing approval;
(c) involves radioactive wastewater, waste gas, solid waste discharge, there should also be approved by the administrative department of environmental protection
(d) the radiation workplace and facilities and equipment in line with relevant national standards and radiation protection requirements;
(e) the necessary radiation protection measures and protection detection instruments and equipment;
(f) the personnel engaged in radiological work by the health examination, radiation protection expertise and knowledge of the relevant laws and regulations of the qualified training, holding a "radiation Staff card";
(7) set up radiation protection management agencies or organizations, with full-time or part-time radiation protection management personnel;
(8) the establishment of a sound system of responsibility for radiation protection and radiation protection rules and regulations;
(9) in line with the radiological health regulations, rules and regulations stipulated in the other requirements. Provincial people's government health administrative department shall, within seven days from the date of receipt of the application for a health license, in writing to make acceptance, inadmissibility or deadline for supplementing the relevant information decision.
Health administrative department shall be accepted within thirty days from the date of completion of the review, to be approved as qualified, and the issuance of health permits; unqualified, the issuance of health review opinion. Health license re-examination every two years.
Radiological work units should be required to re-examine the deadline of thirty days before the original licensing department to apply, and submitted by the accredited testing organizations issued by the radiation protection testing and evaluation of information, the original licensing department from the date of receipt of the application within thirty days of the completion of the re-examination, in line with the requirements to be verified; does not meet the requirements, the issuance of re-examination of the letter of opinion. Radiation work unit in one of the following cases, the original licensing department shall cancel its health license:
(a) overdue application for re-examination or unauthorized changes;
(b) by the re-examination or change of the review does not meet the health requirements, and overdue improvement or improvement still does not meet the health requirements;
(c) their own business or to stop the production, sale, use of More than one year in a row;
(D) by the administration for industry and commerce canceled or revoked business license.
The original licensing department shall promptly collect the canceled health license, and register and archive, be announced. Radiation work units to obtain a health license, should be strictly within the scope of the health permit to engage in radiological work, and shall not expand the scope of unauthorized changes in the project or place.
