Therefore, the provincial party committee and the provincial government intend to take this opportunity to adjust the layout and structure of county-level cities in our province and support qualified counties to actively declare county-level city reform.
At present, the provincial government is making a plan of "withdrawing counties to set up cities". For the counties (districts) that initially meet the requirements, according to the corresponding indicators and layout needs, 20 lists of "withdrawing counties to set up cities" have been discharged successively, and our county ranks among them.
Judging from the application situation in various places, the application materials of 165 counties for "withdrawing counties to set up cities" have been submitted to the State Council for approval, among which there is only one "Qianshan County" in our province. Six other counties are waiting in line for approval by the provincial government (including Guangde County in Xuancheng).

At present, our county has been listed in the Outline of the Construction and Development Plan of the International Cultural Tourism Demonstration Zone in Southern Anhui approved by the State Council, and the tourism industry will have greater development space.
At the same time, our county is the headquarters of the New Fourth Army, the seat of the Southeast Bureau of the Central Committee, and the place where the Southern Anhui Incident occurred, belonging to the old revolutionary base areas.

Third, it is conducive to promoting the transfer of agricultural population to cities and the citizenization of the transferred population, promoting the rapid development of secondary and tertiary industries, accelerating the adjustment and optimization of the economic structure of our county, and promoting the coordinated advancement of urbanization and new rural construction. Fourthly, it will further enhance the visibility of our county, and make our county's tourism resource advantages play a greater benefit advantage. The word "Zhou" is similar to "Chuan". The word "state" means "living by the river". (building a wall by the river to fight floods) and "living in the water" (building a wall in a flat and low-lying area to fight floods). This form of living along the river is called "Zhou", which means to set up a city by water, which is very similar to the geography and landform of our country.
