On May 25, 2017, CBN-New Tier 1 Cities Institute held the "New Tier 1 Cities Summit and 2017 China's Urban Commercial Charm Ranking Release Ceremony", and released the latest edition of the urban commercial charm list. The latest 2017 City Business Attractiveness Ranking evaluates the business attractiveness of Chinese cities according to five dimensions: concentration of business resources, urban hubs, activeness of urbanites, diversity of lifestyles, and plasticity of the future.

The latest City Business Attractiveness Ranking follows the previous year's five dimensions of business resource concentration, urban hub, urban people activity, lifestyle diversity and future plasticity, but with some adjustments to the analyzing algorithm: the expert committee of New Tier 1 Cities Institute was invited to assign values to the weights of the five dimensions, which were then counted into the scoring system in the way of the experts' scoring method, and a principal component analysis was used to analyze data below the second level of the index. The data were analyzed using principal component analysis to objectively assign weights.

Shanwei City is located in the southeast of Guangdong Province, the southern foot of Mount Lotus, east of Huilai County, west of Huidong County, north of Meizhou City and Zijin County, south of the South China Sea, the waters under the jurisdiction of 93 islands, 12 ports and 3 sea lakes, Shanwei Port is a natural deep-water harbour, the country's coastal opening the first category of ports. The terrain of the area is mainly mountainous and hilly inland, and plains and hills along the coast. The Hailufeng Revolutionary Base Area is one of the 13 revolutionary bases in China. Location

Shanwei is located on the southeastern coast of Guangdong Province, between latitude 20°27′~23°28′ north and longitude 114°54′~116°13′ east. It borders Huilai County of Jieyang City to the east, Huidong County of Huizhou City to the west, Zijin County of Heyuan City to the north, and the South China Sea to the south, with Hong Kong across the sea. The land boundary is 90km at the widest point in the north and south, and 132km at the widest point in the east and west, with a total area of 5,271km2, (excluding 1.8km2 of the Dongsha Islands) accounting for 2.93% of the total area of the province.
