In order to promote the development of the sports industry, scientifically define the statistical scope of the sports industry, and establish a statistical survey system for the sports industry, this classification is formulated on the basis of the Statistical Law of the People's Republic of China (PRC) and the Opinions of the State Council on Accelerating the Development of the Sports Industry and Promoting the Consumption of Sports (Guo Fa [2014] No. 46, hereinafter referred to as the Opinions), and on the basis of the Classification of the National Economy by Industry (GB/T 4754-2011). This Classification defines the scope of the sports industry as sports management activities, sports competition and performance activities, sports fitness and leisure activities, stadium services, sports intermediary services, sports training and education, sports media and information services, other sports-related services, manufacturing of sporting goods and related products, sale, trade agency and rental of sporting goods and related products, construction of sports venues and facilities, and other eleven categories. (1) Guided by the relevant documents of the State Council. This classification is based on the key tasks put forward by the Opinions to determine the basic scope of the sports industry.
(2) Based on the National Economic Industry Classification. This Classification is a reclassification of the activities in the National Economic Industry Classification that conform to the characteristics of the sports industry.
(3) Reflecting the characteristics of sports activities in China as the main basis for classification. This classification highlights the characteristics of sports activities in China and the actual development status of sports in China, taking into account the upstream and downstream industries related to sports as well as the emerging industries. This classification divides the sports industry into three layers, which are represented by Arabic numerals. The first layer is the 11 major categories of the sports industry, which are represented by 2-digit codes; the second layer is the 37 medium categories of the sports industry, which are represented by 3-digit codes; and the third layer is the 52 sub-categories of the sports industry, which are represented by 4-digit codes, and this layer corresponds to the codes of National Economic Industry Classification (NEDIC).

(1) This classification establishes the correspondence with the National Economic Industry Classification (NEC). In the National Economic Industry Classification, if only part of the activities of an industry category belongs to a sports industry category, the industry code is marked with "*"; if an industry category belongs to more than two sports industry categories, the industry code is marked with "**".
(2) This classification explains the key tasks of the Opinions, as well as the contents of industry categories with "*" and "**" in the Explanation column.
