For procedures to apply for inspection exemption, applicants can apply for inspection exemption as long as they meet one of the following requirements:
(1) Products that have won international quality awards (not more than 3 years ago);
(2) Quality certification implemented by relevant international organizations recognized by the national commodity inspection department, and commodities with long-term stable quality inspected by the commodity inspection agency;
(3) Factory qualification rate for 3 consecutive years Export commodities with a 100% passing rate of inspection by the commodity inspection agency and no quality objections;
(4) Export commodities with a 100% passing rate of inspection by the commodity inspection agency and a 100% passing rate of user acceptance for three consecutive years, and have received good reviews from users. In addition, for non-trade items within a certain quantity limit for import and export and for import and export exhibits, gifts and samples, applicants can also apply for exemption from inspection and go through release procedures with the approval documents, certificates and relevant materials from the relevant competent authorities. 1. Submit an application. For import and export commodities that require exemption from inspection and meet the above conditions (1) to (4), the applicant shall submit a written application to the national commodity inspection department. When applying, the following materials must be submitted:
(1) Application form;
(2) Filled-in inspection exemption application form (format provided by the national commodity inspection department);
(3) Relevant documents, including award certificates, certification certificates, qualification rate certificates, user feedback, production processes, internal control quality standards, testing methods and relevant documents and materials that have an impact on the final quality of the product;
< p> (4) Preliminary review opinions of the commodity inspection agency of the location and place of origin (limited to export commodities exempted from inspection).2. Expert review. After the national commodity inspection department accepts the application, it organizes an expert review team to review the products applied for exemption from inspection as well as the production conditions and relevant information of the manufacturing factory, and conduct sampling tests on the products.
3. Approval and issuance of certificates. Based on the review and product inspection, the expert review team will submit a written review report, which will be approved by the national commodity inspection department and issue a certificate of exemption to the applicant and make it public.
4. Handle release. Applicants who are approved for inspection-free import and export commodities must go to the local commodity inspection agency to go through the release procedures with a valid exemption certificate, contract, letter of credit, factory inspection certificate and original inspection record of the batch of products, and pay the release fee. For inspection-free commodities that require the issuance of a commodity inspection certificate, the commodity inspection agency may issue a commodity inspection certificate based on the applicant's inspection results.
