19.1.2.2 Environmental protection organization staffing
There shall be 2~4 environmental management personnel in the construction project command during the construction period. 19.1.3 Duties of the environmental management organization

19.1.4 Environmental Management Plan for Construction Period

19.2 Environmental Monitoring Program

19.2.1 Environmental monitoring during the construction period
19.2.1.1 Purpose
Supervise and check the environmental problems caused by dust, noise, construction garbage, domestic garbage, vehicle transportation and so on during the construction process, so as to deal with them in time.
19.2.1.2 Monitoring Period and Points

19.2.2 Environmental monitoring during the operation period
The main purpose of environmental monitoring during the operation period of the construction project is to monitor the environment after the completion of the project, to prevent pollution accidents from occurring, and to provide a basis for environmental management. It mainly includes wastewater, noise and solid waste monitoring.
19.2.2.1 Main monitoring content
1) Drainage water quality, monitoring items are CODcr, SS, total residual chlorine, fecal coliform.
2) Boundary noise, the monitoring program is equivalent continuous A sound level.
3) Exhaust gas, the monitoring program for the boiler flue gas emission concentration of soot and SO2.

19.2.2.2 Monitoring locations and frequency of each pollutant

19.3 Environmental Management Personnel and Wastewater Station Analyzing Instruments and Equipment
19.3.1 Environmental Management System and Staffing
The environmental protection work of this project is managed by a vice president. Its responsibility is to implement environmental protection work plan, planning, review and supervision of construction projects, "three simultaneous" work, and "three wastes" emissions to meet the standards for monitoring. It is also responsible for dealing with pollution accidents, compiling environmental statistics and environmental assessment reports. After the construction project is completed, an environmental management organization must be set up, equipped with 1-2 professional environmental protection management personnel, responsible for environmental supervision and management work, and at the same time, the environmental protection training of the management personnel should be strengthened.
