Citizens' right to health has a legislative guarantee
On December 28, 2019, the 15th meeting of the Standing Committee of the 13th National People's Congress (NPC) voted to pass the Law on Basic Medical Care and Health Promotion. For example, the state promotes the implementation of a hierarchical diagnosis and treatment system for basic medical services; the state promotes the implementation of family doctor contracting services in primary medical and healthcare institutions and the establishment of family doctor service teams; and the state adopts a variety of measures to encourage and guide social forces to organize medical and healthcare institutions in accordance with the law.
In order to actively deal with the current burden of chronic diseases, the prevention and control of major infectious diseases and other prominent health problems, it is necessary to move forward and take effective intervention measures. The law devotes a chapter to health promotion, proposing that citizens are the first person responsible for their own health; the state will incorporate health education into the national education system; the state organizes surveys and statistics on the health status of the population; the state formulates and implements health work plans for minors, women, the elderly, the disabled, etc., and strengthens the health services for key populations.
The law also responds to public concerns about violence against doctors, drug quality, and pre-hospital emergency care. For example, any organization or individual is prohibited from threatening or endangering the personal safety of medical and health personnel, and violating the human dignity of medical and health personnel. Public **** places should be equipped with the necessary first aid equipment and facilities in accordance with the provisions.

Shanghai: Increase punishment for insurance fraud
The revised "Shanghai Basic Medical Insurance Supervision and Management Measures" came into effect on June 1st.
