The dischargers referred to in these regulations are the construction units, construction units and individuals who discharge construction waste.
The abutter referred to in these regulations means the property right unit, business unit and individual who provides the abutter site and the construction unit, construction unit and individual who backfills the site. Article 3 These regulations shall apply to the discharge, collection, transportation, abatement and comprehensive utilization of construction waste within the administrative area of the city. Article 4 The municipal people's government shall incorporate the construction of construction waste elimination site into the overall urban and rural planning, land use planning and solid waste pollution prevention and control and other planning, and organization and implementation.
The people's governments of cities, districts and counties shall incorporate construction waste management funds into their financial budgets. Article 5 The municipal urban management administrative department is responsible for the management of construction waste within the administrative area of the city, and organize the implementation of these regulations. District, county-level city administrative department of urban management is responsible for the management of construction waste within the administrative area.
City, district, county-level municipal construction waste management agencies at the same level under the leadership of the administrative department of urban management, in accordance with the authority specifically responsible for the discharge of construction waste, collection, transportation, elimination, comprehensive utilization of activities such as management.
Town people's governments and street offices are responsible for guiding, supervising and inspecting the disposal activities of residential decoration waste under their jurisdiction.
Land and housing management, environmental protection, urban and rural construction, urban and rural planning, quality and technical supervision, public security, transportation, maritime, ports, water, forestry and gardening and other administrative departments and urban management and law enforcement agencies in accordance with their respective responsibilities to assist in the implementation of these regulations. Article 6 The disposal of construction waste shall follow the principles of minimization, resource utilization and harmlessness. Article VII discharge of construction waste charges by the municipal price administration in accordance with the relevant provisions of the state and the province.
Construction waste emission fees are specifically used for construction of construction waste disposal site construction, comprehensive utilization of project support, comprehensive utilization of the promotion and application of products, residential decoration waste management and spillage pollution clean-up work. Article 8 The municipal urban management department shall set up and publicize the complaint, report telephone, convenient units or individuals to complain, report illegal behavior in the process of construction waste disposal. Municipal urban management department shall receive complaints, reports shall promptly investigate and handle, and in the acceptance of complaints, reports within twenty days from the date of handling the situation to reply to the complaint, the informant. Chapter II Construction Waste Disposal Permit Article IX construction waste emitters, transporters, abatement, shall apply to the construction waste management organization for the "Guangzhou Construction Waste Disposal Certificate" in accordance with the law, except for residential decoration of construction waste emissions. Article 10 The discharger applying for the "Guangzhou Construction Waste Disposal Certificate" shall submit the following materials to the construction waste management organization:
(1) land use, site formation, building (structure) demolition, building construction, river dredging or road excavation documents issued by the administrative departments of development and reform, land and housing management, urban and rural development, transportation, water supply, urban and rural planning, urban management, etc.;
The discharger shall apply for the "Guangzhou Construction Waste Disposal Certificate" to the construction waste management organization according to law. Documents;
(ii) accounting for construction waste emissions of relevant information;
(iii) construction waste disposal program. Disposal plan shall include the classification of construction waste, loading location, transportation distance, type, quantity, disposal site, recycling and other matters;
(4) Construction waste transportation contract with the transportation unit holding the "Guangzhou Construction Waste Disposal Certificate". Article 11 If a unit transporting construction waste applies for a "Guangzhou Construction Waste Disposal Certificate", it shall submit the following materials to the construction waste management agency:
(1) "Road Transportation Operation License";
(2) "Motor Vehicle License" and "Road Transportation License" of the vehicle belonging to the construction waste transporting vehicle;
(3) The vehicle belonging to the transporting vehicle (iv) Documents proving that the total authorized loading mass of the owned construction waste transportation vehicles reaches more than three hundred tons, or the total authorized loading mass of all the transportation vehicles using less than four and a half tons reaches more than one hundred tons;
(v) Documents proving that the scale of operation of the enterprise in the administrative area of the city is compatible with the scale of the enterprise's vehicle (e) Documents proving that the parking site is suitable for the scale of the enterprise's operation within the administrative area of the city. Article 12 If a consumer applies for the Guangzhou Construction Waste Disposal Certificate, he shall submit the following materials to the construction waste management organization:
(1) Documents issued by the administrative departments of land and housing management, urban and rural construction, urban and rural planning, forestry and gardening, etc., for land use or site leveling;
(2) Relevant information on the calculation of the amount of construction waste to be disposed of;
(3) Documents on the plan of the disposal site;
(4) Documents proving the amount of construction waste to be disposed of; and >(C) the plan of the abatement site, the road map to the site, the abatement site operation and management program, closed greening program, reclamation or leveling design plan;
(D) paving, crushing, dust removal, lighting and other machinery and equipment in line with the provisions of the drainage, fire protection and other facilities of the documents;
(E) abatement site exit to set up a car wash tanks in line with the relevant standards, vehicle washing equipment, Sedimentation tanks and road hardening facilities documents, or due to construction conditions can not be set up the foregoing facilities alternative cleaning program;
(F) construction waste on-site classification of the abatement program.
Applications for backfilling construction sites are not required to submit the application information specified in the preceding paragraph (c) and (f).
