ATA carnet is a general customs document, which was specially created by the World Customs Organization for the temporary permission to import goods. In 1961, the World Customs Organization adopted the Customs Convention on the ATA carnet for the Temporary Admission of Goods, and then adopted the Convention on the Temporary Admission of Goods in 199, thus establishing and perfecting the ATA carnet system. After the ATA carnet system was put into practice in 1963, 62 countries and regions have implemented the ATA carnet system, and 75 countries and regions have accepted the ATA carnet system. The total value of goods cleared through customs with the ATA carnet has exceeded $12 billion every year. ATA carnet has become an important customs document for temporary import of goods.
1. Summary of matters needing attention and procedures for customs declaration and inspection of imported goods in ATA carnet
1. At present, China Customs only accepts goods with ATA as exhibits or exhibits, and goods with other uses cannot be used as ATA entry customs to refuse approval. After all, the import of ATA carnet will be supervised by the customs of the place where the exhibition is held. If the import port is not in the place where the exhibition is held, the customs of the port can only issue a permit and approval before inspection and release.
2: importers of ATA carnets are exempt from paying taxes and deposit, and the organizer of the exhibition must pay the deposit to the local customs of the exhibition. In principle, ATA carnets cannot leave the customs supervision area of the exhibition, and the entry date is 6 months.
3: foreign exporters need to pay the deposit in the exporter's chamber of commerce to handle the original ATA carnet before stocking (the deposit will be refunded after the goods return to the exporter's country). The foreign exporters' needs shown on the ATA carnet are consistent with those on the bill of lading, packing list and contract. When exporting abroad, there must be the signature of the foreign chamber of commerce, the signature of the exporter and the signature of the export customs at the bottom of the first page of the ATA carnet.
4: Import packing list, F bill, and the contract must indicate the country of origin and no commercial use.
5: Before the import, the organizer of domestic exhibition needs to hold the approval in the local Ministry of Commerce or the Ministry of Agriculture, put it on record in the local chamber of commerce and complete the filing and approval in the local customs supervision office (required information: all exhibitors' list, all exhibitors' exhibits, application forms, etc.).
6: the ATA carnet needs to show the information such as the name of the goods, the weight of the imported goods and so on, which will be released by the customs of the place where the import exhibition is located.

2: The application for ATA must be within this scope, and the use that is not within this scope cannot be declared as an ATA booklet. At present, China Customs only accepts goods that are used for exhibitions or exhibits, and goods that are used for other purposes cannot enter the country as ATA.

6. Pictures, photographs, photographic works, works of art, printed matter, documentary films, records and other audio-visual products needed to participate in overseas cultural, religious or * gatherings;
7. Non-commercial articles required by natural persons or legal persons in border areas for the completion of agriculture, forestry and fishery, as well as for the purpose of repair, manufacture and processing;
8. Medical supplies, surgical and laboratory equipment and relief materials temporarily exported for charitable purposes;
9. Commercial or private ships, airplanes, land-based engine vehicles, railway wagons and other means of transport;
1. Live animals needed for grazing, performances, exhibitions, competitions and other activities in border areas;
11. Paper plates, printing plates, plates, molds, drawings, models and other similar items related to manufacturing activities.
